China has maintained friendly relations and cooperation with Sudan since the establishment of diplomatic relations in1959. After reform and opening up,driven by the Chinese government’s national strategy of "taking economic construction as the center", the government put forward the strategy of "going out", and as a continuation of the interior issues, in the field of diplomacy, the center of China’s diplomacy on Sudan also began a major shift:mainly by political cooperation into equal emphasis on political and economic cooperation, which has strong energy diplomacy color. However, as the thorough and extensive participation in Sudan, China was forced to civil conflict problem involved in Sudan, but China has played a positive role in Sudan’s Darfur peace process and the relation of north and south Sudan. During that period, China’s diplomacy quietly changes towards Sudan, which changed from "passive coping" to "active", and the diplomacy focus towards Sudan is to promote energy cooperation and international responsibility.Although South Sudan achieve independence in2011, Sudan’s north-south contradictions still exist,for which many historical remains unresolved, and repeatedly appeared "deteriorated, conflict, negotiation, moderation" cycle, this forced the Chinese diplomacy on Sudan to give priority to with harmonic relationship between north and south Sudan, and the way of " constructive interference " achieved positive results in the diplomatic practice, provides reference for China’s foreign policy in the new period.This article attempts to take the time as clues and the core issues as basis to divide the changes of diplomatic focus in China-Sudan relations since1995into three important periods:1995-2005,mainly focus on the corporation of oil:2005-2011,focus on the energy cooperation and international obligations;and2011-2013,give priority to harmonize relationship between north and south Sudan.This paper argues that China’s diplomatic focus on Sudan makes adjustments according to the changes of China’s own strength and international status,embodies the pragmatic and flexible features of China’s diplomacy.There is no doubt that China’s diplomatic practices in Sudan nearly20years provided valuable experience for China’s diplomatic strategy in the future of adjustment.
