Morality is the embodiment of socialist spiritual civilization, refers to the daily life of the code of conduct and norms of people. Occupation moral is the people in the specific work or should follow the work of moral standards and norms, embodies the socialist spiritual civilization. In the process of building a well-off society, strengthening occupation moral construction, is not only the needs of the construction of socialist spiritual civilization, and inspection and quarantine departments to adapt to the economic development, strengthen law enforcement functions, the objective requirements of a guardian of the country. As the national entry-exit inspection and quarantine supervision and management organs, authoritative, mandatory and international strong, to the national interests and economic security has the effect can not be ignored, related to China’s foreign image. The inspection and quarantine personnel as the administrator of public affairs, social status and role of their own, and the moral orientation and moral performance, inspection and quarantine organ of the whole society and the public impression plays an important guiding role;and to test the occupation moral status and quarantine personnel quality will directly influence the work of inspection and quarantine agency to carry out. Strengthening Occupation Moral Construction of inspection and quarantine personnel, can improve the inspection and quarantine personnel quality, contribute to the implementation of new guidelines for inspection and quarantine organs, appear to prevent such corruption fundamentally, is to implement the key de hoped. Strengthen the inspection and Quarantine Authority official occupation moral construction is the basic starting point and end result of the inspection and quarantine authority political and ideological work and ethics education. The special nature of the inspection and quarantine industry as well as the height of the strict and uniform requirements, quality inspection personnel must be highly disciplined, economic service consciousness and global concept.Based on this, the present situation of occupation morals construction inspection and quarantine organs of our officer’s research, analysis of the causes of anomie, aims to put forward suitable for China’s national conditions of the inspection and Quarantine Authority official occupation ethics, to guide the officers work, learning and life, in order to improve their occupation moral role. On the basis of existing theory of public management and government regulation, this paper compared the status of professional ethics of inspection and quarantine personnel at home and abroad and analysed the behavior of the inspection and quarantine staff in the performance of official duties. At the same time, in combination with relevant knowledge of public administration and political science, this paper summarized the problems of professional ethics existing in the work of inspection and quarantine in China with more innovative perspective. To solve these problems, we concluded the professional ethics that the inspection and quarantine staff should comply with in the performance of official duties and proposed the measures to improve the standard of professional ethics in this area.
