The Study Of NIMBY Conflict Governance In A City

Nowadays, Chinese society has entered into a rapid development period of urbanization, while the economic aggregate keeps growing and the Society developed steadily. In order to satisfy the growing people’s needs, the government has invested in and constructed lots of infrastructures. Although some of the infrastructures have resolved some of the social problems, the local governments are unwilling to construct the infrastructures due to the pollution and menacing problems. Such infrastructures lead to resistance of the residents and then cause conflicts. An English term named NIMBY, which means Not In My backyard, explains the mentioned phenomenon visually.The NIMBY conflict highlights the contradiction between the economic development and environmental justice and personal interests during the progress of urbanization, which involves many reasons including politics, economics and social problems. So while resolving the conflict of NIMBY, the governments shall not depend on the tough approach by means of applying simple public power and ignoring public demand. The governments shall, on the basis of analyzing the causes of NIMBY conflict and the magnification factors thereof and with the help of approaches such as new media, learn the public demands and find the channel and practical methods to resolve the contradiction.On the basis of using research results at home and abroad, this paper studies the relationship among NIMBY facility, NIMBY complex and NIMBY conflict, and summarizes the causes of NIMBY conflict. NIMBY conflict reflects the public fears about the possible environmental pollution and land depreciation due to development of facilities, and the conflict is closely related with the location of the facilities, the strength negative externality and the knowledge of the public regarding the related information. During the conflict event of the express way in A City, the public fears of selecting the location of the facility were expressed, and the public showed the demand to participate in and benefit from city planning by means of new media while the traditional means of expression were frustrated. In order to describe the progress of the NIMBY conflict in A City, this paper, by means of public opinion monitoring, focuses on monitoring the five major variables, including the level of public involvement during the conflict, the involvement characteristic, the reason of conflict, the solution method and the solution result. According to the monitoring result, the method of expressing individual opinions of the public by means of new media such as microblog and forum has formed composite public opinion gradually and influenced the related decisions of the government. The government finally gave up the initial method to deal with the NIMBY conflict of the express way as a common mass disturbance, while enlarged the channel of information publish during the interactive progress with the public, and adopted every improvement measures as to the issues raised by the public such as environmental pollution, economic loses and mental factors. During the interactive progress, the negative public opinion on the internet decreased gradually, the positive public opinion increased little by little, which showed that the communication between the residents and the government has resulted in efficiency. During the game, the residents achieved their target that the NIMBY facility was relocated and protected their own interests, and the government changed the principle of emphasis planning to principle of emphasis public interests and improved the management level for the city. To say the least, the construction of the express way in A city has changed the NIMBY Facility to YIMBY Facility in a sense. The appropriate solution of the NIMBY conflict in A City has provided some experiences for the site selection of YIMBYS Facilities, that is by means of comprehensive application of decision model, interests compensation, risk communication and negotiation, the equity and justice will be realized at the institutional level, and the YIMBY conflicts will be avoided and reduced.
