At present,China's urbanization process is in a critical period of transformation from extension to connotation development.The new era puts forward new requirements for urban public facilities construction and public service supply.With the progress of material life,people began to yearn for a better life.Some public facilities have brought the negative external effect and run counter to the high demand of living environment for people,so that produced all kinds of NIMBY conflict.And relying on the alternative voice of the Internet and the "four micro-end" platform to organize online mobilization,forming strong online public opinions,and further promoting the escalation of offline contradictions which leads to a collective action,influences social stability seriously,brings new challenges to the government governance.Therefore,how to effectively deal with the network public opinion formed by the NIMBY conflict has become a common concern of the current government and academia.Basing on the specific case of NIMBY conflict,the paper analyzes the current problems and causes of the government's guidance in the NIMBY conflict of online public opinions,and tries to propose targeted countermeasures from the aspects of network public opinion guidance consciousness,network public opinion guidance ability,network public opinion guidance mechanism,etc.,in order to improve the government network public opinion governance level,and strengthen the new era government authority and credibility.The thesis is divided into six parts: the introduction part introduces the research reason,research significance,research difficulties and innovation points,and at the same time reviews the domestic and foreign literature related to the thesis topic;The second part is the basic concept definition and relevant theoretical basis of this paper.It elaborates the core concepts and related theories such as NIMBY conflict,network public opinion and network public opinion guidance to provide theoretical support for the writing of this paper.The third part analyzes and interprets characteristics,causes and the current situation of network public opinion guidance of NIMBY conflict by selecting the Maoming PX incident in Guangdong as a typical case.The study found that although China has made progress in in dealing with theNIMBY conflict,the benign order of government and network interaction has gradually formed.However,due to the further development of the Internet and the continuous improvement of citizens' awareness of rights protection,the network ecology presents a more complicated situation.There are still many problems in the government's network public opinion guidance work;The fourth part combines the NIMBY conflict typical case of the third part,analyzes the problems of the network public opinion guidance in the current NIMBY conflict,and further analyzes the causes of such problems;The fifth part,on the basis of the above problems,puts forward targeted improvement strategies to solve the problems,which are mainly reflected in four aspects: reconstructing the awareness of online public opinion guidance,improving the ability of online public opinion guidance,improving the structure of online public opinion guidance and improving the mechanism of online public opinion guidance.The sixth part is the conclusion of the full text,which summarizes and forecasts the study of this paper.It proposes that in the new socialist era,the government should not only continuously improve its ability to cope with online public opinion,but also absorb the media,Internet users,and social self-organization to participate in the governance of cyberspace,so that forming a comprehensive governance grid with multiple subjects participating together.
