The Impact Of Factors On The Nimby Conflict

NINMBY is a social conflict caused by neighboring facilities.The income and cost of the neighboring facilities are unevenly distributed.They have strong negative externalities.The citizens living in the neighborhood of such facilities often bear environmental pollution,property devaluation and possible social costs such as the impact of community stigma.Neighbour conflict is a social phenomenon that emerged in the process of urban civilization.It essentially reflects the contradiction between human social economic development and environmental quality;it is also a manifestation of the development of human political civilization.At present,NINMBY has become one of the important sources of risk affecting China’s social stability.In particular,some large-scale evasive incidents lead to out-of-control situations due to improper handling,which easily develop into mass social protests,become intensified social contradictions,and result in loss of social efficiency and damage to citizens’ legitimate rights and interests.Therefore,exploring the influencing factors and the logic behind the occurrence of conflict avoidance and actively seeking strategies for governance have important theoretical and practical significance in the current context of social change and transformation in China.Through empirical research,this paper finds that the complex and multiple factors have led to the occurrence of conflict avoidance.Among them,citizens’ risk perception of the neighboring facilities is the necessary condition and the first premise for the avoidance of conflict.The lack of citizen participation,distrust of the government,and the unfair feeling of citizens also affect the occurrence of conflict.The core of refuge is to participate in and collaborate with multiple entities such as the government,citizens,development units,technical experts,and NGO groups,and establish an equal and effective interest coordination mechanism to meet the interest appeals of all parties involved as much as possible.Build a win-win situation together.The governance of conflict avoidance has brought new requirements and challenges to modern urban managers.Urban managers can incorporate the construction of neighboring facilities into urban planning,actively introduce citizen participation,and open decision-making processes,and maintain risk communication with citizens.Reasonable compensation programs and other policy measures and system construction,innovative governance methods maybe help to reshap the "legitimateness" of the adjacent avoidance facilities and to effectively resolve the conflict.
