With the rapid development of urbanization as well as the rise of citizen rights, more and more conflicts caused by NIMBY(Not-in-My-Backyard) syndrome outbreak in China. Seen from these cases which are of great influences to the society, we can see two common results: “One-Party-Lost-All” is a coercive siting at the proposed site, while “Loss–At-Both-Sides” results in government’s concession because of the forcefulness of residents’ resistance.In order to understand more about thedilemma of NIMBY governance, we build a integrated framework based on the theories of negative externality, risk society, stakeholder analysis and collaborative governance and study on two typical cases in the field of waste management in Guangzhou: anti-waste incinerator activities by Likeng residents and Panyu residents.As a result, we could see that traditional decision-making pattern can’t work well in risk distribution, profit distribution and conflict management during the process of decision-making, operating and evaluating because of the challenges from multiple stakeholders. So we need a better interaction between the government and other stakeholders. From the view point of selective incentives, risk communication, constructive conflicts and collaborative governance, we hope to find the way to solve the siting gridlock of NIMBY facility in China.
