In the process of China’s urban and rural economic and social development, there has become a serious segmentation in the dual economic structure. It appears mainly as the expanding income gap,social security and welfare inequalities between urban and rural areas, distortion of resources allocation and unequal exchange and so on. It is a important issue of our country in the process of economic and social development that how to promote the dual economic structure transformation, break up the urban-rural segmentation, deepen the reform of urbanization to achieve the overall development of rural and urban areas.Shortage of labor migration from rural areas restrain the development of urbanization. Lack of land circulation hinder the development of the rural economy.Household registration system and land system are mutually clamped. So they are also linked closely in the study.This paper discusses the impact on rural labor migration from the perspective of the household registration system in the first, trying to explain the division of the social welfare system between urban and rural areas triggered by household registration system is a major factor which inhibit labor migration. Secondly, this paper analyzes how the ability of rural labor to stay in the city affect the land circulation of their family from the perspective of rural land circulation and clarifies the linkages between urban-rural labor markets and rural land circulation marketsIn this paper, we set the ability to stay in the city of labor migration as a kernel to observe the differences of social welfare between urban and rural areas,and find out the household registration system, whether and to what extent restricts the ability to stay in the city of labor migration. On the other hand, this paper analyze the impact of farmers’ ability to stay in the city on their land circulation behavior, find out the sense of reformation of household registration system to promote the development of urban labor markets, while enliven the rural land market. This paper combines a theoretical model and an empirical model to do the research after looking through a lot of literatures.This paper consists of two parts.The first part is a theoretical model,which aims to explore the influence of institutional factors on land acquisition, land transfer, and on labor migration by constructing a dual economy model.The second part used data of questionnaires and established two empirical models to validate the core idea of this paper, that the division of the social welfare system between urban and rural areas triggered by the household registration system weaken the ability of the rural labor to stay in the city and inhibit the land circulation in rural areas.The innovation of this paper is that explored the influence of reform of the household registration system on the development of urbanization and the rural land circulation from the perspective of institutional innovation.This paper combines a theoretical model and an empirical model to do the research, and selected the differences between urban and rural social welfare system as factors to discuss the impact of household registration system on rural-urban segmentation. On the one hand, this paper analyzes the shortage of labor migration from rural labor market. On the other hand,we find out what results in the undersupply of land supply in rural land circulation markets.
