The Research On Evaluation Of Scientific Development Of PingYin In ShanDong Province

County is the most basic administrative and economic unit in our country, the importance of the county development is especially prominent in the process of the development of the national economy. The scientific development of county can promote the development of urban and rural as a whole, steadily improve people’s living standard, improve the comprehendsive strength of national economy, and is of great significance to promote the coordinated development of our country’seconomic and society at this stage. The traditional train of thought equals county development to the county economy development,ignoring "people-oriented" and the principle between man and the nature,social live in harmony, the indicators only for the level of economic development of the county are not comprehensiv, and can’t reflect the actual level and status of county development.In recent years,"Five in One"and the concept of scientific development, harmonious society theory is been put forward, requiring the county development to take the path of scientific development.In this paper, based on the summary of literature at home and abroad, elaborates and analyzes the related theory of the county scientific development, take the concept of "five in one" and scientific development theory as the instruction, using the five-point scale scoring method to eventually form the index system of scientific development, which includes six first-level indicators as population,employment and living, development of economic, social, cultural, political, and ecological civilization,20secondary indicators and81tertiary indicators; Then combined the system with case analysis, using the comprehensive quality index calculation method to do the empirical analysis on PingYin.Through the longitudinal and transverse compared with ZhangQiuShi, we concluded that, in2002-2011Ping Yin has a steady increase in economic and social development, especially economic, social, and ecological civilization construction has a higher ascension, but at the same time,there are also many problems:the economic development is relatively lagging and the pressure is great, comprehensive competitiveness is low, equal public services level remains to be further improved, the dynamics of the cultural industry,science and technology innovation is insufficient, the ecological civilization construction faces new challenges, etc.Through further analysis, there are many reasons for the problems, industry foundation of the economic development is weak,small amount of economic and mainly in the traditional mode of economic growth, the third industry and service industry development lags behind, the development of industrialization and urbanization lack of coordination, the insufficient bearing capacity of county development and financial difficulties making the self-development capacity limited.Finally, countermeasures to promote the scientific development of Ping Yin include:promote agricultural modernization,scientifically development of the new type of industrialization and urbanization,further improve the infrastructure, health, science and education,cultural and other social public service, promote the county cultural development boom, improve residents’culture level, strengthen the construction of ecological civilization and create favorable conditions for green energy saving development environment and constantly improve the government administrative efficiency, etc.
