Research On Low-carbon Administrative Concept Of The Local Governments

China faces evrienment pollution, ecological damage and severs challenges thatthe transformation and upgrading of the development model from the extensiveeconomic growth model to the intensive development model in the process ofeconomic development because of the one-sided view of development that the localgovernment pay more attention to the economy than the evrienment. Therefore, thescientific development concept, the sustainable development road and the ecologycivilization construction becomes an important way for China’s social and economicdevelopment. In recent years, the central government raises a series of requirementsto the energy-saving and emission-reduction and the government must make everypenny count. According to some statistics, some building of the local governmentsand public expenditure on some fields are out of the standards and environmentpollution of the enterprises is ignored. As the leader and manager and actor of thelow-carbon development, the government should make itself an example and intensethe low-carbon administrative concept.Based on the theories in terms of low-carbon economy, ecological administration,theory of planned behavior, this paper defines the low-carbon administration, thelow-carbon administrative concept and so on. The situation of the low-carbonadministrative concept of the local government has been discussed according to thequestionnaire survey and the related literature. In recent years, the local governmentsimplement the various low-carbon development polices issued by the centralgovernment, exploring the low-carbon office working pattern, some pollutionenterprises being closed and carrying out publicity and education activities of thelow-carbon development. However, the low-carbon knowledge structure of the civilservants is imperfect; financial support for the low-carbon development isunsufficient; the government low-carbon procurement system is imperfect; theincentive mechanism of the low-carbon administration is imperfect. As results, thelow-carbon administrative concept of the local governments is weak in some ways.The civil servants have misunderstandings about the low-carbon administration. Theconcept and action are separated.The publicity and education activities are lack ofcontinuity. For this reason, the low-carbon administrative concept of the local governmentsshould be strengthened by learning the successful experiences from other countries,for example,sustainable publicity and education activities;more financial support forthe low-carbon development;powerful supervision system and incentive mechanism.Some measures have been presented. Firstly publicity and education activities can becarried out to improve knowledge structure.Secondly increasing financial support forthe low-carbon development.Thirdly establishing and improving the supervisionsystem and inventive mechanism.Forthy improving the government low-carbonprocurement system.
