Research On The Incubation Model Of Non-profit Organizations In China

With diversity of demand for public service, governments increasingly show their limitations as a major provider of public service. It is transforming the government functions and multi-provide public service that becomes a significant issue of social development. It’s a tendency for government to turn part of public service to the Third Sector. Given this background, non-profit organizations in China emerged and made a difference in solving social problems and meeting social demands.However, Chinese NPOs now, especially the start-up ones, generally have internal development problems in small scale, fund shortage and short of resources and capacity; simultaneously face external environment issues of lacking policy and law support and imperfection of supporting management institution. In such instance, NPO incubator which assists social organizations in growing is arisen. Now, there are some incubators being built and operated. With the continuous growth of such incubators in number and size, the incubation model becomes an issue worthy of study. Therefore, this paper aims at researching different models, preconditions and influencing factors of incubation and tries to build a new incubation model which is based on Chinese conditions and generally accepted.This research adopts different means of qualitative research, literature reviews and depth interviews, together with the case of Shanghai Pudong NPO Development Center, to discuss different models, preconditions and influencing factors of incubation, and then build a useful model to benefit NPO incubation which is also the primary objective of the research. Based on the analysis of incubation pattern by depth interview and case study, it draws the following conclusions:based on the cooperation between government and the Third sector, writer advanced a new NPO incubation model that platform incubation model of NPO; NPO incubation model is built with necessary internal and internal reasons; influencing factors of social organizations incubation pattern include human resources, funds, orientation of donors, stability of team and acceptance of service beneficiaries.In addition, it is suggested in the research about the future development of NPO incubation. From the perspective of the NPO incubator, it should be a more platform, change traditional capacity-building methods and attempt to diversify sources of financing; from the point of government, it’s necessary to raise awareness and increase consensus; perfect legislation to improve legal status of NPOs, and meanwhile define authority-and-responsibility relation and property relation of various NPOs; pay attention to construct public service platform.
