The concept of "Big society, small government"is increasingly recognized and embraced by all the people. During a long time, there are someareas blanked out of the reform of government functions, therefore, the article introduces the newrole of the private non-profit organizations, so that we can make the public service providers morethan one, and give people more choices, especially prompts the government to deepen the reformof government function under the pressure of competition.This paper contains six parts. It begins with the purposes, natures, properties of theincubator of the folk non-profit organizations and the comparisons of device with the official NPOincubator, and gradually reveal what is folk non-profit organizations incubator to the readers.Based on that, the article introduces the concept, operating model of NPO incubator types,structure and function of exposition, combined with its existing in the practical operation ofpredicament, with specific cases——people’s volunteer organization, inquiry NPO incubatordiversified operating model and puts forward the author’s suggestion is stuck between them.Firstly, in the introduction section, author combs the study by scholars at home andabroad, and find that when they studies the incubators of public welfare organizations, non-profitorganizations and social organizations, they may refer to the operating mode, but does not systematically studied. Therefore, the research on the operating model of folk not-profitorganizations incubator will enrich research in nonprofit organizations.Then, author take the forms to the readers about the folk non-profit organizationsincubator by the macro scanning. As a supporting community organizations, the mission of folknon-profit organizations incubator is to improve the survival rate of start-up non-profitorganizations and promote public welfare development, its functions contain comprehensiveprotection, capacity-building, standardization, cross-border cooperation, platform benefitsfeatures.Through the comparison with the science and technology enterprise incubator andincubator for official non-profit organizations, concludes the distinctive characteristics of the folknon-profit organizations incubator.Through the concept of the folk non-profit organizations incubator and the introductionof species, summarizes the current three main operating models, Community-Run Model,Civil-Government-Link-Run Model and Hybrid Model. With three cases analysis, which shows that in terms of planning,organization, implementation and control of to create the schema of the operating model of thefolk non-profit organizations incubator. Meanwhile, author find that there are four aspects ofdevelopment difficulties during the current situation: one is the lack of general guidance andpolicy support; the second is lack of capacity-building for broad, the incubator itself still needs tobe improved; the third is the principal interest split of diversity run bodies of incubator may bringserious repercussions to the organization; the fourth is lack of limited examination and supervisionfor the incubator.The article also considers the case of NPI. Analyzing and summarizing its typicaloperating model arms to enrich the contents of operating model of the existing folk non-profitorganizations incubator. What’s more, author concludes five main suggestions of the operatingmodels, which are that establishing a sound legal system and policy support system to give strongbacking to the folk non-profit organizations incubator from macro; strengthening the operatingcapability-building of the folk non-profit organizations incubator and building the learningincubator; standardizing the main running body and encouraging across-border cooperation;establishing the effective evaluation mechanisms; setting up a reasonable and wide range of surveillance systems about the diversity operating models of the folk non-profit organizationsincubator.Finally, due to the limited research time and access to information, there still has itsdrawbacks. However author hopes that the teachers and readers will forgive this. In the end, Ibelieve that Government pay increasing attentions to the non-profit organization and the rise of anincreasing number of civil power and contribution will open a new situation in the development ofpublic welfare undertakings.
