Study On The Dilemma And Optimizing Strategies Of Social Organization Incubation

In order to strengthen the construction of community governance system and make a social governance pattern of co-construction,co-governance and sharing,it is necessary to cultivate social organizations.There are currently three operation modes of social organization cultivation platform: the government incubator-government-run,the government incubator-the private institution-run,the private institution incubator – the private institution-run,and the first two modes are mainly adopted in China.Most of the existing studies focus on the role and value of incubators for social organizations in theory,but there are not enough studies on the incubation effect of social organizations,which has ignored the problems in the process of government-leading incubation.This paper takes the S-zone Social Organization Cultivation Platform as an example,studying the the dilemmas and reasons in the process of social organization incubation.As a incubator,the Innovation Platform was formally established in July 2015 whose site was provided by the government,and it runs by the third-party social workers employed by Civil Affairs Bureau.Through the deep-interviews on 9 social organizations in the Innovation Platform,this paper studies incubation effect of social organizations and various difficulties in the process of incubation from the aspects of core personnel,organizational capacity building,government projects and community cooperation.It is on this basis that this paper analyzes the dilemmas faced by social organizations in the process of incubation from various aspects.Due to the incongruity of support from government departments,the limitations of fiscal policy,the unsound operation mechanism of incubators,the lack of the initial funding,the cultivation of social organization is not always smooth which mainly represents as follows: the shortage of full-time employees,the insufficient organizational capacity building,lack of self-hematopoietic capacity,low efficiency of incubation and source utilization.This paper argues that the cultivation strategies of social organizations could be optimized from the aspects of government policies,incubators and social organizations.Firstly,the government departments should makeconcerted efforts to give more supports to the development of social organizations,such as improving fiscal policy.Secondly,the incubation platform strengthens its own construction and provides funding.Thirdly,establishing the support mechanism to improve the success rate of incubation.Fourthly,the incubation platform establishes a docking channel with the government and the community,and keeps it open.Fifthly,incubators need to improve their fundraising capabilities and expand funding channels to provide them to social organizations.Then the social organizations will play a greater and more active role in social governance.
