Study On The Origin Of "Political Commissar System" Of The People’s Army,

Keeping the command of PLA by the Chinese communist party is not only the unchanging soul of the army, but the difference between our military and the foreign. Political commissar system is an important part of the army’s political work system, and it is combined with the Party committees and political organs systems, which lays a solid foundation for the political work of PLA during peacetime and wartime, This highlights the urgency and necessity of interpretation of the political commissar system. Therefore, there is no doubt that doing a research on the history of the relationship between the China’s military and political system, and analyzing the origin of political commissar of PLA with the understanding of Chinese Communist Party’s political work,will have a very important academic value.This article firstly reveals the external threats of the political commissar system according to the era background of the origin of the system, so as to locate this system in the process of revolutionary, and to provide a theoretical and historical basis for the development of political commissar system; Secondly, I will summarize and analyze the experiences on the theory and practice of the people’s army based on the external resources when the political commissar system origins, knowing the history of the development of this system. On the third part, I will sum up the major contradictions and problems faced when this system founded, and compare these problems with the development objectives by analyzing internal defects of the People’s Army in attempt to explore the underlying causes of practical predicament; Finally, I will clarify the inevitability to establish the political commissar system in the practice of revolutionary, and compare this system with the KMT "party army" system during the same period which presented the declining development trends, in order to show the organizational and theoretical advantages of the political commissar system.In contemporary China, to achieve a strong army is military affairs in the new era, the primary goal is to build a strong army spirit.This requires theorists re-interpret the origin of the relevant system based on their own interpretation and understanding of the history. In view of this, from the perspective of SWOT, deep analysis of the origin of political commissar system is not only the contribution to the people’s army’s good tradition, which means "Command of the Party", but also has an important practical significance in terms of political workers effectively fulfilling its mission.
