The IA Of Shanghai Taxation Bureau Innerportal From The Perspective Of SWOT

During the late-1970s and early80s, various western countries started an enormous and powerful revolution of public administration. Traditional management pattern were not fit the development of marketization anymore, but the E-government reforms as the powerful method of government was applied its revolution by various countries in abundance. It have made great progressand also further development. During the passed years, the Shanghai Taxation Bureau Aware that service the public has to more and more need the help of information. And government should to listen to the public by more ways, and to be resolved in a timely manner. But the it shows the drawbacks of the internal information system construction a few years ago. So we should build an information platform to improve the internal efficiency then to Improve service quality. Though lack of whole planning, each information system independent of each other, how to solve the internal information resources integration, to construct the good government back-office system, is the key. Therefore this article take the Shanghai Taxation Bureau as the research object to improve that construction the inner portal, integration internal resources, can improve service quality.Structurally, first of all, this paper introduces the study background, purpose, methodology, and opinion of innovation. In Part Two, it point out that this thesis is based on the theory of information construction theory(IA), then use the SWOT to analysis and verify. In Part Three, as a study case, it gives an specific analysis on the current status and existing problems in e-government construction of the National Taxation Bureau of Shanghai, concludes that to better serve for front stage, background construction is necessary. In Part Four, it proposed solutions, using the IA to build inner portal, then using SWOT to verification and analysis. The last part is a summary. It sets out some key conclusions, and a vision.
