Research On The Standardized Development Of Farmer Cooperatives Under The Management Of Government

In recent years, the government of Guangze county has seriously implemented the "People’s Republic of China Farmer Cooperatives Law". The development of farmer cooperatives is very fast. The development of specialized farmer cooperatives has become the important content and direction of farmers to get rich.It has also become the real choice of rural prosperity and fine blueprint of new rural area. However, the problems such as non-standardized management and imperfect regularity system by government management have been exposed in the process of developing specialized farmer cooperatives.To further promote the scientific development of farmer cooperatives regulated by government department, this thesis focuses investigation on development of300farmer cooperatives and analyzes the existed problems in the development process in recent years.And then it puts forward countermeasures and suggestions regulative development to the specilized farmer coopertives under the management of government development. This thesis aims to guide and regulate the development of farmer cooperatives in Guangze County and across the country and contributes to the development of the rural economy.This thesis is divided into five parts:The first part is related to define the concept of farmer cooperatives and theoretical basis.The second part is a descriptive statistical analysis of the development status of the farmer cooperatives. The third part is the effectiveness of government departments develop specialized farmer cooperatives analysis, including government management performance indicators, key performance, problems and so on.The fourth part is to explore the path of normal development of farmer cooperatives. The fifth part is to regulate the development of countermeasures, including guiding the development of farmer cooperatives strengthening supervision and management of government departments, focusing on the implementation trademark brand strategy;and improve financial services, etc. Research shows that regulateing the development of farmer cooperatives need timely supplement, adjustment and improvement of relevant legal provisions and regulations. It needs to further improve management and service levels, strengthening supervision departments to assist. Meanwhile, it need to improve the effectiveness of government management. It also needs to increase support for cooperative policy, funding efforts to create favorable conditions for the normal development of cooperatives.
