Study On The Government's Policy Support In The Development Of Farmers' Cooperatives In Heilongjiang Province

China is a typical agricultural country.The development of agriculture is of vital importance to China's food security,and it is of great significance to improve the income of farmers and promote the development of industry and tertiary industry.The rapid development of agricultural economy makes the existence of farmer's professional cooperatives important.Heilongjiang Province in northeastern China is rich in land resources,high grain yield advantages,become China's important food base,is an important agricultural province.However,due to the traditional small-scale peasant thought and economic,technical,capital,government policy and other restrictions,leading to the development of farmers in Heilongjiang Province,the development of professional cooperatives,the development process is slow,seriously affecting the traditional agriculture in Heilongjiang Province to modern agriculture transformation process.Therefore,it is of great significance to explore the government to provide practical and supportive policies to promote the development of farmer professional cooperatives.In this paper,taking Heilongjiang Province as a sample,this paper studies the government's support policy in the development of farmers' professional cooperatives.First of all,based on the theories of public governance,public policy analysis and government function,this paper defines the connotation of farmer's professional cooperatives,cooperative governance and government support policies,which are provided for the study of farmer's professional cooperatives,Related theoretical support.Secondly,this paper analyzes the present situation of the government support policy in the development of farmers' professional cooperatives in Heilongjiang province by means of statistical data and literature research,and analyzes the problems existing in the five aspects of fiscal and taxation,tax incentives,demonstration agency incentives,market service and personnel training The According to the principle of index system design,the government support policy system of farmers 'professional cooperatives in Heilongjiang Province was constructed.The weight of index system was determined by analytic hierarchy process(AHP).Based on the questionnaire survey results,the fuzzy comprehensive evaluation model was used to analyze the farmers' Evaluation of support policies.The analysis shows that cultivating innovative farmers 'policies and "Internet + agriculture" policies have obvious effect on the development of farmers' professional cooperatives.The financial subsidy policy and the preferential policies for the exchange of learning policies in the policy of fiscal and financial policies are better.Tax preferential policy level,free value-added tax policy support effect in general.Finally,according to the problems of government support policy,this paper puts forward the countermeasures to improve the development of farmers' professional cooperatives in Heilongjiang province by drawing lessons from the development experience of foreign cooperatives such as the United States,Japan,India and Shandong province and Henan province.
