Checks And Balance The Path Selection Of Public Power Alienation

China is not only facing the stage of economic and political, but also the comprehensive reform is transforming between the new systems and the old systems as well. This kind of phenomenon can lead to the public power dissimilation undoubtedly. If the country does not pay attention enough to the problem of public power dissimilation, and it will bring serious negatives, which impact on social development. Thus, this phenomenon will reduce the credibility of the government; at the same time it will cause the discontent of the public and make the social chaos. Therefore, the aim of this paper is to discuss that how to balance the public power dissimilation as the important problem.The aim of this research is able to restrict more effectively in alienation of public power. On the basis of theoretical analysis, it needs to discuss the current situation of public power alienation and how the problem of alienation of public power is produced. Then, via the current status of phenomenon of alienation, which is based on reality to analysis how public power alienation can be restricted. Through the relevant information that include the researches and the analysis about public power of alienation to find out the natural reasons in public power of alienation. At last, find out the ways to balance the powers of public alienation.This thesis the first discusses is an introduction, which about the backgrounds significance、 current situation、 idea and method of this research; the second part is to analysis the nature and origin of public power alienation; then, this part is main focuses on analysis the causes of the alienation of public power; next then, the part presents the strategy for balancing the alienation of public power; and the last but not least part is conclusion. According to the commission, this study is going to use the agency theory to solve the problem of alienation of public power. The public power exist a relationship between the entrusted agent and principal agent for analyzing the benefits conflicting and asymmetry information environment. In terms of the principal is how to design the optimal incentive to encourage the agents. For example, in public administration, the government officials can be seen as agents, and the public regarded as the principal, thus it can create and use a variety of agency management and agency chain to seek a more effective path to restrict alienation of public power.To improve the standard system, the moral construction of government officials is not only needed to be strengthened, but also the system of moral norms should be established as well. In addition, it is quite necessary to strengthen the rule of law and improve the legal constraints to make a good balancing to establish a complete specification of legal system. Finally, via the legal, proper, orderly and high efficiency way to strength the interaction between citizens and society, improve and broaden channels of supervision and community to make citizens can participate the political culture of democracy. All above principles are the main and basic solutions for restricting the public power alienation.
