Research On Information Process Running The Same As Policy Process

Information elements are of greatest importance in public policy process, being prerequisites to better policies. Policy analysis is along policy process, while it is prone to neglect information elements. So this pattern does not put subject process and policy process into one. Information elements are more deeply studied in Information and archive management, Information Economics, Decision Science, Discourse Study and some other inter-discipline fields. Still it is true to admit the lack of information studies from perspective on public policy studies.Information commodities have three dimensions to describe, that is valuation, technique, and composition texture。Information is discourse, part of social institutions, and has features such as constructivism and inter-subjectivity. Information elements are composed of valuation logics. Idea of humane world shows information comes from individuals, other than interests groups. It is more important to solve problem structuring and multi-layer valuation realization. Information subject renders facts meanings through techniques.This thesis tries to combine quantification of politics with participation. Subject transcendence is treated as foundation from individual information to common information. This thesis proves perspective of information works in both valuation and technique. Establishment on information subject is to make start point on the same composition of both processes.The process is not described as running the same as power process and system levels, while it is related to subject practice. Life world produces meaning, therefore participation should become to more extent overall and deep. Perspective of information offers a framework in which to tell political practice in value outlook and techniques. Perspective of information unveils the following five meanings in policy process:(1)information subject participates the whole process.(2)Individual, other than interests groups, is starting point of policy process.(3)information is rendered meaning by subject with technique and produces common interests.(4) information process means the same as policy process.(5)policy information transcends subjects.This thesis uses five parts to discuss information process running the same as policy process. The first part is introduction. This part discusses on name explanation, subject background, research utility, breakpoints, research methods, material review. The second part mainly talks about establishment on information subject, including experience knowledge priority to idea,establishment on information subject, rethinking on game model and information commodity production and features. The third part names as information process based on subject practice.In this part main contents are subjects behavior in information process, information process democracy, and individual information aiming at common interests. The fourth part focuses on tools to surpass subject status, including information utility acquirement and information meaning production. This part tells about information relations, information fitness, and turn to philosophy of practice.The last part is suggestion and conclusion.
