Study On The Construction Of Green Hunan Local Environmental Legislation

In2010, the Hunan provincial goverment formally proposed building green Huna n. April21,2012, the "green Hunan Construction Program" was promulgated. Hunan is vigorously implementing green building scientific concept of development, to achie ve the four modernizations two types of concrete practice strategy, in line with the act ual needs of the construction in Hunan, also in line with China’s environmental protec tion objective situation, more in line with today’s world of green, big trend of environ mental protection, is a in the contemporary era, an important measure to benefit future generations. Local environmental legislation refers to the provincial People’s Congres s, the provincial seat of government of the City and the State Council approved the lar ger cities and the same level of government, without the Constitution and existing env ironmental laws and regulations, administrative conflict, in accordance with legal proc edures to enact, amend and repeal various local environmental laws and regulations in the administrative area of activity generally binding. Local environmental legislation has significant regional and targeted, can provide effective protection for the green bu ilding in Hunan.Current legislation on green building in Hunan local environmental point of view has been relatively complete, the laws and regulations both at the national level, such as China’s "Environmental Protection Law","Water Law","Water Pollution Preventio n Law,""Soil and Water Conservation Act"" Environmental Impact Assessment", et c, there are local laws and regulations such as the" Hunan Provincial Environmental Protection Ordinance "," Hunan implementation<People’s Republic of China Water L aw>"," the "Regulations on the Protection of Hunan Xiangjiang River","Plant in Hun an Province Protection Regulations,"" Regulations on the Protection of wild animal a nd plant resources in Hunan Province "," Hunan Wetland Regulations "," Regulations of Hunan alien species ", but in practice the green building in Hunan local environme ntal legislation still has many deficiencies and problems. In this thesis,from the six le gislative body, the legislative content of the legislative authority, the legislative proce ss, legislative value, legislative democracy, such as analysis of the green Hunan buildi ng local environmental legislation inadequate.
