In The Perspective Of Mechanism Design Theory To Understand Chinese Official Property Declaration Implementation

Openness and transparency has been considered to be the treatment of a variety of social disease, especially in official corruption.The official property declaration system will realize this goal,it is a kind of important measures to prevent the corruption of officials.The property declaration system has shown the modern rule of law spirit.In China, the property declaration system’s practice began in the last century80’s, during this period of development, the domestic scholars has carried on research from the legislation and the system of perfect angle, some local governments make contribution on improving the administrative provisions on the system construction, but also has some shortcomings.The article analysis Chinese official property declaration system through three frame of the mechanism design theory.Information and incentive is the key factor to evaluate system design.Chinese officials property declaration system in the implementation process cause the problem, through the analysis process, in order to better understand the Chinese official property declaration system operation process and the implementation of performance, to put forward the relevant conclusion on the existing system design concept; eventually to achieve system design goal:a good implementation of the official property declaration system, achieve the incentive compatibility on the personal interest and the social interests, at the end achieve social goals.
