China's Disaster Relief Emergency Volunteer Service Mechanism

Chinese government is the power that people mostly can relay on and it always plays a key role on disaster relief, which is one of the basic functions of it. The government's contingency ability is being tested by all kinds of emergencies in period of social transition, and government all-around socialism which is built on planned economic system has encountered public affairs management difficulties in the reasons of complex social affairs, diverse social needs and limited government resources. For that reason, governance theory not only offers the theoretical basis for government function changing, but also provides a practical framework to administrative reform. The rise of social forces, which marked by volunteer service, make up the function blank led by government failure and market failure. After "5.12 Wenchuan Earthquake", the rise of volunteer force means that our volunteer service has entered a new stage.Volunteer service means anyone who wants to provide his time or ability voluntarily without any benefit requirement to serve the society, to advance the social welfare business, to the development of society and to human beings. It has important significance to strengthen public affairs, ease public goods predicament and up the government/market failure. The design and improvement of emergency volunteer service mechanism is not only a democratic theory demand, but also the realistic need aid after disasters. In the mechanism design theory perspective and research framework, the article will research and survey the status of current emergency voluntary service, analyze the theoretical cornerstone and elements of mechanism design, describe the process of volunteers taking into natural disasters emergency relief and existing problems, interpret the causes of the problems through the two dimensions of information and incentive, on the basis of carding volunteer service in china history context and learning from foreign advanced countries'experience of emergency volunteer service, put forward some countermeasures which have theoretical and practical guides for the emergency voluntary service mechanism design and improvement, and prospect the future development tendency of emergency voluntary service in China.What need special explanation is that everything's exist and development has its internal and external environment, including mechanism design and improvement. So emergency voluntary service mechanism design results from both man's subjective initiative and voluntary service history and social atmosphere. That means that the design and improvement of emergency voluntary service mechanism is not a substitution of the original, but an improvement and part of design on the basis of the original system standard, promoting the organic integration between old and new things. And this research framework of not lacerating historical research should also be a basic paradigm for other social science research.
