In the past 40 years of reform and opening up,China's economic level has leap.For the local government,the "economic geometry" and "political achievements" are also classified as the distortion of the development trend.Further,the high economic growth is the status of the power group and the high growth of wealth."To the people of the world is in the talents",it goes without saying that the development of a place is inseparable from the ability to be able to do things,to be able to do things,to be strong,to be smart,to be bold,to be able to do things,to be able to do things,to achieve local political achievements."Data drift".At the same time,strong political achievements have become a breeding ground for corruption.Under the stimulus of strong political achievements,the phenomenon of “can corrupt people” in the ranks of cadres has begun to breed and spread rapidly.After the 18 th National Congress of the Communist Party of China,China's anti-corruption situation has undergone a historic turning point.The central government upholds the basic attitude of “zero tolerance” and severely slashes the party's style and politics,strongly promotes anti-corruption,and introduces a series of major punishment measures.The spirit of leading cadres must occur.The change,the bad style has improved,the "four winds" problem has converged,the sense of responsibility has increased,and the purity of the political ecological environment has recovered to some extent.However,under the strong anti-corruption situation,some leading cadres are rampant,lazy,scattered,and shackled.The inefficiency,push-and-dry,and dry-hearted emotions are spreading,and they are gradually evolving as slow,inaction,and false.For the issue of “doing no official status ” in the entire administrative system,some reforms and policy measures have been implemented,which have affected the economic development and improvement of people's livelihood."Energy" and "Integrity" as the two new backgrounds of the new economic normality and anti-corruption overwhelming the two aspects of leadership performance requirements,in reality,there is a serious divergence phenomenon,that is,"enable" corruption and "war" The job is like a gourd float,which is one after another,and it is a constant interruption to the government's innovation and public satisfaction.This paper sorts out the research context and existing achievements of domestic and foreign scholars on the motivating issues of cadres' "energy" and "corruption".It is found that at home and abroad,in the study of the issue of "energy",mainstream academic views are mostly on the perspective of promoting the cadre's "energy" and "corruption" dimensions,or more "can corrupt people" and "do not be officials" The negative control mechanism is a research point or a research or practical case for promoting the relationship between the “energy” and the mechanism and path of promoting “corruption”,but it has not been seen from the concerted efforts to promote the benevolence of the government.The discussion of the coupled horizons is still a shadow of “fragmented” governance.In the current cadre evaluation mechanism in China,the five elements of “German,energy,diligence,performance,and integrity” required by leading cadres,the elements “energy,diligence and performance” are included in the “energy” referred to in this article;Germany and Lian are integrated into the broad sense of "corruption." In view of the problem of “can be corrupted” and “successful for the government”,can “energy” and “corruption” be motivated and compatible in the way forward,thus realizing the internal pursuit of “government” and “corruption” by cadres the greatest common denominator-people-oriented,and improve public satisfaction,this is indeed a proposition for the reform of the cadre evaluation mechanism.In short,the two are inherently value-compatible,that is,benignly coupled attributes.Therefore,the coupling relationship between "energy" and "corruption" has become the entry point and possible innovation of this paper.Based on the theory of coupling,the theory of collaborative governance and the theory of incentive compatibility,this paper analyzes the fragmentation of the "candle" incentives in the process of cadre performance,the incentives and the opportunistic tendency of the objectives not conflicting or strengthening,from the value of incentives Starting from the beginning,it illustrates the possibility of a benign coupling of “can be cheap”.Combined with the field survey and database selection of N city,the real problem of N-city cadres' "incorruptible" incentive mismatch is found.By constructing the coupling degree and coordination coupling degree measurement model,10 cities are used by SPSS 17.0 and EXCEL.The coupling degree and coordination coupling degree of “energy-management” and “corruption administration” in the county area were analyzed.The results of the coupling degree calculation of ten counties showed that the six areas of area a,b,and c were low-level coupling states,e-zone,g county and j city are antagonistic states,i city coupling is the running-in phase,and the coupling level is higher than other regions;the results of the coordination degree coupling of ten counties show that N city is generally in a state of low coordination coupling.In the following,we try to summarize the performance and characteristics of the N-city "energy-energy" coupling mechanism obstacles,that is,the strong incentives of "Energy" and "Integrity" reflected in the incentive targets,means,processes,and evaluations,and the weak incentives of "Energy" and "Integrity".Can be "mutually strong and weak incentives and "low-energy" stage fluctuation incentives and other mismatch characteristics.Then it analyzes the internal and external causes that lead to the “incorruptible” incentive mismatch of N city cadres,and the regional differences in the "Energy" and "Integrity" comprehensive evaluation levels,and the "Energy" and "Integrity" comprehensive evaluation levels."Energy" and "Integrity" comprehensive evaluation index and the negative impact of reduced coupling coordination.On this basis,the author puts forward the institutional suggestion to eliminate the obstacles of the coupling mechanism of cadres' "energy-saving",that is,to construct a complete target cooperative incentive mechanism,organize and innovate various means of cooperative incentive mechanism,improve the process synergy incentive mechanism and accelerate the evaluation of synergy mechanism.Construct a more comprehensive incentive-related countermeasures.
