A Study On NGO’s Participation In Endowment Supply

It is well known that China has entered into aging society. The research aboutaging and aging-caused problem is becoming more and more important. All the worldare concern about the issue how to realize the goal that60years old man can besupported, cured, has something to learn, feel happy and have some achievement. It isnot only the duty of the government but also connected with everyone in the society forwe all face this problem in the future. Therefore, It is a great significance to exploreways and related pension detailsBecause of severe pension situation, traditional model of family pension apparentlack of coping capacity. On the one hand, due to the city’s rapid development ofeconomy, reform of the household registration management system, the populationmovement become increasing. According to the sixth population census in2000,people whose residence location different from their household registrationlocation’s ratio increased81.03%than2000’s. Increased mobility of the populationlead to the chance of living with old and young people reduced greatly. On the otherhand, because of the impact of the family planning policy, traditional family lifestylehas none existed. More and more family are changed into4-2-1family mode,youngsters need to raise the old and young. Because of the severe pressure brought bythe modern market economy, young people are often unable to give parents a good care,which leads to the elderly enjoy family services obviously can not meet the needs ofolder persons,22.8%of the urban needs of the elderly home care services,31.8%of theurban needs of the elderly health visiting services, while47.7percent of the rural elderlyneed home care services. At the same time, because of a lack of economy capability,pension service system is not perfect and other reasons; there are still manyshortcomings in traditional pension service provision. In order to protect the level andquality of life in old age, our way of pension reform and restructuring is bound to gothrough to find a new pension model, which allows us to have turned to social pensionservice supply.To solve this problem, China puts forward the tentative idea “socialization of socialwelfare” in2002, advocating that the aged should be provided by the family, the market,society, government together. Families are still the major care source of the aged; whilethe government provides special circumstances for the elderly care services, forexample, lonely elderly people, poor senior etc. Because of the market economy rule, the care service provided by the market with high quality but also high prices so noteveryone can afford; Now the community care service is a new way for the Aged,referring to the elderly services is offered by social forces.This paper first introduces the theoretical and practical basis of the civil societyorganizations involved in pension services. Combined with our experience, the authordeeply analyzed the theory. Then this thesis introduces the history of civil societyorganizations involved in pension services. Based on the realistic basis of private non-enterprises participate in the supply pension services, it is effective. Because of thepresent stage of civil society participation in pension services the overall environment isnot perfect, as well as capacity-building for civil society organizations themselvesinadequate, making civil society organizations involved in the process of pensionservices face some obstacles, this section also analyzes the supply of pension servicesCSOs obstacles causes. In addition, the Western countries to benefit from the welfarestate, the process of social change, especially in the government administrative reformand the socialization of social welfare, has accumulated a large number of theoreticaland practical experience, so the third part, on several typical Western civil societyorganizations in developed countries the situation is supplied pension services wereintroduced and analyzed. Finally, the author proposes some suggestions about how tosupply better pension services policy. The author believes that if we want to promote thesupply capability of civil organization involved in civil pension, we will need thesupport of government, our own effort and social cultural atmosphere.
