Secondly, the design of the system,the author has studied the main nation andregional’s systems,and concludes that the place would be worth our reference thestatement of priorities.In addition,I also run our practice on key issues that exist in thesystem were analyzed one by one.Finally,according to the study and analysis,the authorhas put on the institutional level way of audio and video recordings revolution and theattention to the current law running practice.Reform of the system level, the author proposes the following solution:First,thespecification range of audio and video recordings,drawing on the provisions of theUnited States,Hong Kong and other countries related systems,audio and video recordingshould expand the scope of the case.Secondly, in the audio and video recordings of theoperating procedures, the author draws on related systems in Taiwan and the UnitedKingdom.First,it should be required to record the picture be institutionalized.Second,theexclusionary rule should be introduced.Finally,we should regulate the supervision of theaudio and video recording system.First,to ensure that most of the time recordingspaces,the detention center to maintain absolute neutrality, second,as far as possible weshould introduce the system of the presence of counsel,and the third,the establishmentof a neutral third-party audio and video material preservation agency.On a practical level,the existing legal system cannot change immediately,so in order toguarantee the smooth audio and video recording system is able to run,under the presentlegal system, the author proposes the following few suggestions: First, we should record the whole case.Second,when on the practical operation, must ensure the audio and videoprograms be reasonable,for example,to fulfill this obligation,before the recoding,it musebe told,and we should pay attention on the details.Third,we should make efforts toimprove the relief way of audio and video recordings.Encourage lawyers and criminalsuspects misconduct investigate and interrogate the authorities’ misconduct sue.
