Research On Performance Evaluation For Government Purchase Of Public Culture Service

With the development of economy and society, urban and rural residents’ demand for public cultural service is increasing. However, at the present, the level of public cultural service is still in its infancy. If the public cultural service relies solely on government, it will not meet the persons’ diversity and multi-level cultural needs. Government procurement of public cultural service as a new model of public cultural service provision will promote the provision of the public cultural service and ease the contradiction between supply and demand of public cultural service. However, there is some risk in the public cultural service outsourcing. In order to improve the quality and efficiency of public cultural services provision, establishing a scientific and reasonable performance evaluation system for government procurement of public cultural service becomes very important.Therefore, this article takes the performance of public cultural service as a starting point, based on literature research and practice, trying to build a performance evaluation model for government procurement of public cultural service. First of all, this article does a literature review for government procurement of public services and the performance for government procurement of public cultural services, clearing the basic concepts and theoretical basis of this study. Secondly, the article introduces the practical experience of government purchases of public cultural service performance evaluation in China, and proposes a series of problems in the performance. Finally, the article establishes the performance evaluation model of government procurement of public culture service, and the performance evaluation index system is the core of assessment model. In the process of building a model of assessment, the article uses the membership degree to select evaluation index and uses AHP to design the weight of index. Then we choose Hangzhou as a case, using the performance evaluation index to test the performance of government procurement in Hangzhou.
