A Study On The Relationship Between Government And Social Organizations In Government Procurement Of Public Services

In recent years,increasingly extensive and in-depth cooperation between Chinese government and social organizations has been established through government procurement of public services,which shows a positive influence on improvement of social governance and alleviation of social conflict and pressure.Based on the analysis of cooperative practices between government and Y social work agency in A city,this thesis presents the construction and development of the relationship between government and social organizations in government procurement of public services,and points out the common goal and respective functional advantages of government and social organizations in achieving public interests,which provides an institutional premise and a basis of mutual trust for the formation of a stable cooperative relationship.Out of consideration for the mutual interests and respective interests of both sides,government adopts a strategy of selective support and implicit control of social organizations in their cooperation,while social organizations accordingly adhere to a strategy of dependence,compliance and expansion.With its strong administrative resources,government acts as the leader intheir cooperative relationship;while social organizations are confronted with various difficulties in the cooperation due to their lack of independence and autonomy,and weak capabilities in providing services and mobilizing resources.Thus an asymmetric co-dependent relationship between the two sides forms.At the same time,such asymmetric co-dependence is also characterized with absence of system,mechanism faultiness,evident impact of connected social capital,space of improvement for mutual trust,etc.However,with the adjustment of government s administrative thinking and the deepened cooperation between the two parties,professional advantages of social organizations have become increasingly prominent,and theirservice capability has been strengthened andchannels of resources are more diversified.Thus social organizations are gaining more discursive power in the cooperative relationship and there are signs of emerging autonomy,which expands the development space of social organizations.Even though such emerging autonomy and the expansion of space is still weak,new changes have nonetheless been introduced to the asymmetric co-dependence between government and social organizations,making it possible for the formation of an independent and equal partnership between them.But it should also be clearly recognized that the relationship adjustment between government and social organizations is a long process which requires joint efforts of both sides.
