Research On The Administration Of Urban Illegal Construction

Illegal construction exists in urban construction and administration as an universal problem. Illegal construction seriously restricted urban and rural economic and social development, which expropriate public resources, disrupt the market order, impede public security, damage the fairness and justice. Therefore, research on the city illegal construction management is very urgent and necessary.Firstly, this paper describes the background and significance, analyzes the current research, presents the main elements of research and innovation; Secondly, through the analysis of different laws and regulations on illegal construction, this paper defines, analyzes and summarizes the different types and great harm of the illegal construction; Again, based on Nanning, this paper analyzes the reasons for the forming of illegal construction, summarizes the experience and practice of illegal construction in some cities home and abroad and inadequate governance, analyzes their persistent reasons and relevant difficulties; Finally, based on the current situation’s description and analysis, aiming at the problems of illegal construction in governance, this paper proposes a series of measures to control the illegal construction.This paper has used some methods, such as on-the-spot investigation, information consultation, comparative analysis, combining theory and practice. Take Nanning as an example, based on the analysis of illegal construction’s current situation and the problems now facing, and also based on the people-oriented, win-win benefits, the purpose of tackling the problem, this paper proposes to strengthen the education for illegal construction management, establish the whole-process supervision mechanisms for illegal construction management, establish the long-term mechanisms for urban governance on illegal construction, perfect the laws and regulations, improve the management structure, form the effective measures, as well as improve the urban network of supervision and inspection, take illegal construction as crime, rational use of illegal buildings to solve the public needs, govern the city by intensive usage of land. Above constructive and innovative proposals, to a certain degree, will be good reference for strengthening urban management.
