Research On Urban Illegal Construction Governance Issues Based On Polycentric Governance Theory

Since the reform and opening up,China's urbanization process has been advancing rapidly.The urban illegal construction spread and grew rapidly because of the continuous growth of population and the short of housing.If we don't control it,it will eventually erode the vitality of the city,increase the cost of urban development and restrict the quality of city life.Though the government has worked hard for the governance of the illegal construction,the situation is not optimistic.In 2017,Shanghai has been taking action of governing the illegal construction.And the government tried to overcome the restrictive factors to expedite the development.By studying the polycentric governance of urban illegal construction,we can provide the the oretical significance and applicable value.According to the inspection of illegal construction information,I found that there are many aspects of the research on illegal construction management mainly on such as urban management,legal aspects,economic aspects and even focusing on the some type of illegal construction.But there are few people who study illegal buildings from the perspective of polycentric governance theory.Therefore,this paper tries to study the current situation of illegal construction of Y sub-district,Q district to explore the governance mechanism of the multi-agent governance of illegal construction,and tries toput forward an effective way to construct the governance mode by government leading and multi-subject participation.The paper can be divided into four chapters.Chapter one is the introduction.This paper mainly introduces the background and the significance of the research,the research status and results of illegal construction governance at home and abroad.Tries to provide the basis of the polycentric governance of urban illegal construction by defining the concept of the illegal construction and explaining the theory of the polycentric governance.Introduces the research methods and contents.Chapter two is the case study of illegal construction governance of Y sub-district Q district.This chapter introduces the present situation of the illegal construction governance of Y sub-district Q district.And compares the differences in the body of the governance,the measures and the results after introducing three classic cases.Chapter three is the plight and the constraints of the illegal construction governance of Y sub-district Q district.According to the comparison of the three cases,sums up the plight of the governance and analysis the constraints.Chapter four discussed the optimization of urban illegal construction management based on polycentric governance theory.Tries to introduce the Optimistic Countermeasure in three aspects: government-led,NGO's working and the mechanism of junior units.Illegal construction governance cannot be achieved overnight,and it is a long and complicated work.According to the study of illegal construction governance,we discuss the participation of multiple subjects in governance and the continuous reflection on the optimization of urban illegal construction management.We should try to make the city construction and management more standardized and legalized and try to make the city more beautiful.
