Research On Urban Illegal Construction Government Of Polycentric Governance Perspective

In recent years,with the rapid development of China's economy and society,urban construction is changing with each passing day,and urban residents' production and living conditions are constantly improving.On the other side,illegal construction phenomenon happens repeatedly in the urban main blocks,entrances and exits,bordering area of city and suburbs.Which not only affects the overall image of the city and the appearance of the city,destroys people's production and living environment;and does harm to social justice severely,but also violates the dignity of law,results in serious security risks,affects the safety of life and property,and impedes development of the economic society and city construction healthy and orderly.There are six parts in this paper.The first part is the introduction,which mainly introduces the background and significance of the topic,the purpose of the study,the research status at home and abroad,innovation and research methods and so on.The second part focuses on the clear definition of illegal construction,as well as a systematic exposition of the polycentric governance theory.The third part,combined with the basic situation of P City,analyzes the causes of illegal construction in P city and the current main governance measures.The fourth part uses the multi center theory,discusses the main reason of the illegal construction from three aspects,such as the government,the social organization and the public.The fifth part,targeted to the problem of illegal construction governance P,puts forward corresponding solving countermeasures,including the construction of long-term mechanism,government regulation of illegal construction to improve the operating mechanism of social organization supervision and enhance public participation in governance illegal construction etc..The sixth part is the conclusion of this paper.This paper uses the method of field research,information access,the combination of theory and practice,taking the P as an example,make a comprehensive analysis based on the analysis of the current situation of city of illegal construction and difficulties,using “polycentric governance theory” which Ostrom couple put forward that is in the multi-party participation in government,social organization and the public,we can build a government dominated long-term management mechanism,improve the supervision mechanism based on the social organization and increase public participation in illegal construction governance awareness.The author of the paper makes effort to find a new way to solve the illegal construction problems,and provide some useful ideas and suggestions for the construction of illegal construction in china.
