This paper argues that the social management of rural traditional agriculturalsociety, the state administration for saving cost considerations, the use of traditionalConfucian cultural norms and rural elite’s coordination of rural society to achieveself-management, give full play to the role of grassroots self-government society.With the process of building a modern state regime intensified the national executivepowers trying to control rural society, to achieve national independence and nationalindustrialization, strong control of rural society and the autonomy of traditional ruralsociety caused great damage. After the reform and opening up, with the withdrawal ofstate power from rural society, farmers’ autonomy enhanced ability to integrate socialself-improvement, especially through the villager autonomy system, and graduallyachieve self-management. However, based on the combination " rural politics " modeand villager autonomy system is a national administrative institutional arrangements,social transformation in rural areas, with the expansion of grass-roots governmentadministrative agencies, management philosophy behind the management system isimperfect, and a single management body lack of management resources, and manyother issues, it is difficult to adapt to the needs of rural economic and socialdevelopment, especially farmers involved in the management and requirementsneeded services. To change the status of the community management of rural, urbanand rural integration with the background under national rural social management asan important work in rural areas, continue to be around the rural social managementinnovation practices. Through the experience of the management of the town ’s ruralsociety S analysts believe that at this stage to achieve rural social managementinnovation, local governments must change management philosophy, managementwithin services; strengthen farmers’ body; achieve hotshots village governance;foster rural community organization; achieve multiple management; establishment ofdisputes and conflict mediation mechanisms to adapt to the current status of thenormal management of social development in rural areas.
