With thedevelopment of China’s market economy, small and micro enterprises in the sustainedand rapid development, but because of the small size, limited resources, and poorability to resist risks practical reasons, the existence and operation of the developmentprocess is facing many problems and challenges.Firstly, a comprehensive finishing small and micro enterprises in Zhengzhou City,on the basis of information, summarized its overall condition and characteristics; thenmore than three hundred small and micro enterprises in Zhengzhou City, a detailedquestionnaire-type surveys, using sample surveys and focus of a combination ofsurvey data collected by the meta-analysis, Understanding of the difficulties andproblems of small and micro enterprises in Zhengzhou City are facing, lack ofZhengzhou city government service small and micro enterprises. Through aquestionnaire survey and field visits, plus in-depth analysis of the theory of policytools that the main factor in Zhengzhou city government service small and microenterprise development impact: tax policy, the impact of financing policy, informationservices, practitioners ideas, quality of personnel, the impact of service-orientedgovernment and policy implementation. Recommendations to improve governmentservices for small and micro enterprises: first, increase government services andsupport; second, actively broaden the financing channels for small and microenterprises; third is the development of small and micro enterprises to effectivelysolve the problem of human resource needs; fourth, actively guide small and microenterprises to improve their quality.The innovation of this article is, through a comprehensive basic information anda sampling survey of small and micro enterprises in Zhengzhou City services, depth analysis of the status of the Zhengzhou municipal government services small andmicro enterprises，and problems faced by small and micro enterprises，according tothe status, analyze the reasons,and make recommendations accordingly.
