| Civic consciousness refers to a comprehensive concept that a certain countrycitizens about their rights and obligations of the self consciousness and identity, it is aform of social consciousness and a vital role in national life. Civic consciousness notonly clearly show the development degree of a nation’s spiritual civilization but alsoplays a huge role in promoting a country’s economic construction, politicalconstruction, cultural construction, social relations construction.China is an ancientcivilization with a history of more than five thousand years, however, during the longhistory of its development that did not form the adaptive citizen consciousness whichis a pity to us. The reason is mainly because of the influence of traditionalself-sufficient small-scale peasant economy in China, the control under feudalautocratic system and the constraints of the clan ethics dregs Confucianism, etc., thisphenomenon make people gradually formed the enduring "subjects" consciousnessand "private""personality. But citizens’ rights consciousness, responsibilityconsciousness, legal consciousness, moral consciousness, economic consciousness,ecology consciousness had become relatively weak or even disappeared. Li Shen-zhi,a famous scholar at the Chinese academy of social sciences, once said:"duringthousands of gap, the lack of citizen consciousness is one of the largest gap betweenChina and advanced countries."Since30-plus years of reform and opening-up, with the development of thesocialist market economy, the improvement of socialist democratic politics, theprosperity of socialist advanced culture and the construction of a harmonious socialistsociety, our country citizen consciousness began to awaken and develop. Report ofthe17th National Congress has pointed out:"whe should strengthen the citizenconsciousness education, establish the idea of socialist democracy-rule of law,freedom-equality, fairness-justice." The Report of the18th National Congress with aspecial chapter in2012pointed out that we should comprehensively improve citizens’moral quality, strengthen their social morality and social responsibility and foster a good social atmosphere. It is obvious that how to enhance our country’s socialistcitizen consciousness and effectively cultivate the citizen consciousness incontemporary China has become the major topic to be discussed social science. It’salso an important task of ideological front presses for solution.In view of the current situation about our civic consciousness, this paper iswrited from the perspective of the main problems, combined with the actual situationof our country present stage and explores the concrete means and countermeasuresabout how to cultivate the citizen consciousness. The paper’s body content isdivided into four parts:The first part includes the following contents: what the real value of cultivatingcitizen awareness is and cultivating citizen consciousness is the basic requirement ofsocialism;Cultivating citizen consciousness is advantageous to the development of thesocialist market economy; Cultivating citizen awareness is beneficial to promotesocialist democratic politics; Cultivating citizen awareness is beneficial to thesocialist cultural life; Cultivating citizen consciousness is conducive to building aharmonious socialist society; Cultivating citizen awareness is helpful to promote thesocialist ecological civilization.The second part of this paper elaborates the concept of the civic consciousness:first of all, this paper introduces the connotation of citizen consciousness, and theninterprets the civil consciousness’s six important parts that include citizens’right-responsibility consciousness, citizens’ legal consciousness, citizens’ moralconsciousness, citizen consciousness of the economic and the ecologicalconsciousness.The third part introduces the present situation of the development of Chinesecitizen consciousness, and the achievements in the field of civil consciousness afterthe reform and opening. At the same time it points out the specific issues in sixaspects about citizens’ right-responsibility consciousness, citizens’ legalconsciousness, citizens’ moral consciousness, citizen consciousness of the market andthe ecological consciousness. And then from multiple perspectives which includedpolitical, economy, traditional thought, citizen education etc. to analysis the mainreason. According to the specific problems and reasons about the lackness of civicconsciousness in our country and the current actual situation, the fourth part putsforward a series of effective and targeted ways which is based on the content of thefollowing four aspects: the citizen education, institutional guarantee, socialmanagement, consensus guidance. It hopes that through these countermeasures andsuggestions, we be able to significantly increase our country citizen consciousness,and then services for the realization of the Chinese dream. |
