Responsibility is the core category of applied ethnics. Kant, the classical philosopher of German thought that the basic issue of ethnics is to interpret responsibility. Responsibility has rich ethnical connotation with a range of value objective, ideal faith, code of conduct, emotional experience, performing method and consequence accountability.Responsibility is not only a general specification in human survival and development but a moral trait. It refers to the internal responsibility that individuals require of themselves, as well as the external responsibility that the society requires of individuals. In a sense, the external responsibility is the heteronomy while the internal responsibility is the self-discipline in morality. Self-discipline contains the self-awareness of moral responsibility. It refers that one should consider his moral responsibility as the internal motive for his conduct and he should be responsible for the consequences if he fails to fulfill the responsibility as he can do that.Moral obligation in its essence is a category of social relations and the intrinsic value for being human beings. Running throughout one’s whole life and all human conducts and activities, it is regarded as the spiritual pillar and the dominant principle in one’s life. Endowed with real subjectivity due to man’s social attributive, it is one’s subjective awareness and psychological reflection to social relations, that is, the value judgment and conduct tendency on other-self value chain. The undertaking of moral obligation reflects man’s rational dignity and dominant role distinguished from animals. As far as the subject is concerned, it refers to one’s responsibility for self, for others, for the society, for the nation, for mankind and the whole ecological environment. It is a gradually expanded practical process of conducts that is putting oneself in the place of another. So long as one is responsible for the society and others, he will make the society move forward soundly.Citizen’s moral obligation reflects in all kinds of benefits relationship of individuals in real life, and it is supposed that individuals should implement their moral norm and put into moral behavior, and thus have the courage to take their behavior consequences of right and evil. Civic responsibility and civic duty are unified with each other and correspond to civic right and interwoven with civic freedom. Civic identity is the unity of responsibility, right and benefit. Civic responsibility includes obligations in fields of political life, economic life, cultural life and social life. Civic moral responsibility is subject to citizen’s moral emotion and moral self-discipline while based on legal provisions, legal liability has mandatory and binding force. Corresponding to citizen’s political, cultural and participation rights, moral obligation in political, economic, cultural and social fields is the responsibility citizen should undertake so as to participate in political, economic, cultural and social daily life.Citizen’s moral obligation is rooted in a certain society and class reflecting distinctive national character, epochal character, bidirectional character and that of hierarchy. It is inherent with responsibility awareness, responsibility emotion, responsibility quality, and responsibility conduct in the process when civic moral obligation is carried out. Obligation is closely related to mankind’s subjectivity. It is the individual traits such as motive, emotion, value, effect sense, faith and will that are relative to responsibility one forms in the process of socialization for a long time and the moral conduct and moral capacity in daily life.Citizen’s moral obligation has a wealth of theoretical origins. Since the second half of the20th century, cultivation of civic responsibility consciousness has turned into a global consented theoretical issue. In1972UNESCO’s report of Learn to Survive, it is proposed that everyone is urged to undertake all the responsibilities including moral responsibility, which is one direction of the education development in that the objective of mankind’s development is that everyone, every member in a family and society is expected to undertake different responsibilities. Cultivating contemporary citizen’s responsibility ethnic spirit is a systematic project. From the perspective of the regulation responsibility consciousness generates, the awareness that one is bound to undertake the responsibility is a dynamic process from responsibility subject cognitive to responsibility emotion sublimation to responsibility will establishment to responsibility conduct fulfillment. From the perspective of the hierarchy of responsibility, moral obligation is a gradually deepened process from being responsible for one’s own life and conduct, to others and the society, to one’s nation and people and to the nature and mankind.Citizen’s obligation consciousness relates to the cultivation of the successors of socialist cause and responsible citizens. The foundation of cultivating responsible citizens is education, the key is self-discipline, and the core is practice. So long as they are able to acknowledge, understand, affirm and judge what duty-bound responsibilities are and why they are bound to fulfill or undertake their responsibility and how to be responsible for their conducts and consequences, citizens are encouraged to get used to voluntarily undertaking their responsibility and performing their responsibility conscientiously.
