A Study On The Role Of Consultative Democracy In China 's Grassroots Social Governance

The Third Plenary Session of the 18 th Central Committee of the CPC pointed out that “Consultative democracy is a unique form and distinctive advantage of China’s socialist democracy and an important embodiment of the Party’s mass line in the political field. We will, under the Party’s leadership, carry out extensive consultations on major issues relating to economic and social development as well as specific problems involving the people’s immediate interests, and conduct consultations before and during the implementation of policy decisions.”Xi Jinping,president of P.R.C. pointed out in celebrating the 65 th anniversary of the founding of the Chinese People’s Political Consultative Conference(CPPCC) that “give full play to its role as a main channel for deliberative democracy. A great number of decisions and tasks affecting people’s interests happen mainly at the community level. In line with the principle of deliberation among the people and for the people, we need to redouble our efforts in developing deliberative democracy at the community level,with a focus on conducting deliberations among community members“on matters that concern the interests of people at the community level, deliberations will be held within the community.” “It is only in this way that can we be able to draw together powerful strength.” The management of community levels is the joint-shared governance for multiple subjects. Deliberative democracy, featured as open platforms,extensive subjects, inclusive mechanisms and publicity contents, highly conforms to the complexity of the management of community levels and multiple-shared governance, and finally advances the management of community levels.This paper based on the theory of deliberative democracy, combining with the current situation of grassroots social governance, revealing the unique advantages of deliberative democracy in the grassroots social governance, analyzes the way that deliberative democracy plays a role in the grassroots social governance.exploring the way that deliberative democracy plays a role in the grassroots social governance,thinking“promoting deliberative democracy play a role in the grassroots social governance.This paper is divided into six parts. The first part is an introduction. In this part,it mainly introduces the research background and significance, domestic and international research reviews, research ideas and methods of this paper. The secondpart describes the connotation and characteristics of democratic consultation,analyzes the current situation of grassroots social governance and states the feasibility of deliberative democracy embedded in grass social governance. The third part analyzes the unique advantages of deliberative democracy in the grassroots social governance. The fourth and fifth parts are the main focus of this paper. The fourth part analyzes the way that deliberative democracy plays a role in the grassroots social governance. The deliberative democracy promotes the scientific process of decision in the grassroots governance; the proposed negotiation provides the resources for grassroots governance decisions; the consultative negotiation provides scientific reference for grassroots social governance in decision-making; the supervised negotiation effectively prevent the fault in decision-making by grassroots social governance.
