A Study Of Theoretical And Practical Innovations In Grassroots Consultative Democracy Since The 18th National Congress Of The CPC

Since the report of the 18th National Congress of the Communist Party of China put forward the broad,multi-layered and institutionalized development direction of socialist deliberative democracy,the practical innovations of deliberative democracy at the grass-roots level have continued to emerge in various parts of our country.To promote the development of deliberative democracy,new developments must be carefully summarized.The achievements and experiences of grass-roots deliberative democracy theory and practice innovation since the 18th National Congress of the People's Republic of China,at the same time,they must also carefully analyze the problems and shortcomings in the development of deliberative democracy at the grass-roots level,and on this basis,further explore the directions and paths for grassroots deliberative democracy development.This article takes the party's 18th National Congress as its starting point and focuses on collating and analyzing the development of grassroots consultative democracy from both theoretical and practical aspects.The study of grass-roots deliberative democracy theory focuses on its conceptual analysis,including definition,positioning,connotation,and value.Accurately grasp the background of the construction and development of China's grass-roots consultation democracy since the 18th National Congress,and believe that the development of grass-roots consultative democracy is not only an inevitable requirement for the modernization of the country's governance capacity and governance system,but also an inevitable outcome of the development of people's interests and democratic awareness.In terms of practical innovation,on the one hand,we summarized the development process of grassroots consultative democracy since the 18th CPC National Congress,grasped the basic level of consultative democracy and how to advance,implement,strengthen,and innovate,step-by-step,and step by step to meet the needs of China's grassroots development.On the other hand,it also highlights"anatomical sparrows",that is,through the "street night talks" for the rural areas,the"residents say things" in the community,the group's "wholly-wage collective consultations," and the grass-roots consultative democracy brand "Lakeside Rain".Based on a case analysis of representative grass-roots deliberative democracy exploration models,a comparative analysis of the design,applicability,and internal mechanisms of these four models was conducted to clarify how the grassroots continuously innovated in deliberative democracy methods,mechanisms,and mechanisms.Institutional norms,and continue to stimulate the people's consciousness and enthusiasm to participate in the deliberations,to gather the grass-roots forces and promote the development of deliberative democracy,while achieving their own interests.The development of deliberative democracy at the grass-roots level since the 18th National Congress of the People's Republic of China has demonstrated the characteristics of dialectical unity,pragmatic innovation,serving the people,and being compatible.However,there are still problems such as weak awareness of participants,inadequate systems,weak social foundation,and uncertainty in the implementation of results..To further promote the development of grass-roots deliberative democracy,we must work hard in terms of consultation subjects,consultation systems,social foundations,and the implementation of consultation results.We must use modern network technologies to innovate the form of deliberative democracy at the grass-roots level,further expand the scope of consultations,and expand the participants in the consultations.Improving and standardizing the consultation system truly reflects the advantages and role of grassroots consultative democracy.
