Research On The Problems Of The Regional Party-building Work For The Urban Community Administration

Since the reform and opening up, the Party’s grass-roots work is now facing so many new situations and new problems because of the profound changes ensued in Chinese economic system and social system. The first is that the task of maintaining social harmony and stability is becoming more and more onerous while the urban scale expands rapidly and the population increases constantly in the process of continuing to promote urbanization. Secondly, the responsablity that the community Party organizations take is getting heavier and heavier in the mean time of urban management system reform deepens. It strongly requests to improve the governance system. The third point is to widen the rage of the Party’s work under certain circumstance that a lot of new economy new economic organizations and social organizations appeared. The fourth is the unit system structure shift to community system structure gradually. After the reform and opening up,"unit person" changes to "social person" and the number of idle Party members and people increased dramatically. Also the types become more and more complex day by day. As a new form of Party construction, regional party construction is facing the profound changes of society and urban community administration. Therefore, how to strengthen regional party construction in urban community governance problem and consolidate the Party’s grass-roots level organization’s ruling foundation has significant practical meaning.The thesis is divided into four parts. The first part is exordium. It introduces the research background, research object, research situation at home and abroad, the research content and the basic framework. The second part is a overview on the theory and viewpoint. It summarized the governance theory of urban community administration, and emphasizes the important position of the Party organizations in the process of urban community administration. The third part is case study. It mainly introduces principal methods of urban community administration in Linchuan district in Jiangxi province and the analyzes current problems. The last part proposes feasibility solutions of urban community of Linchuan district from the aspects that build new mechanism of regional party construction and urban community administration.
