With the market economy promoting the social structure changing dramatically,a multiple open social structure is increasingly shaping. Traditional vertical administrative relations also begin to be horizontal flat. This led to weaken the traditional fundamental Party organizations’ function of social integration and the political influence of grass-roots Party organizations, and to expose the inadaptability to social changes. Regional Party construction is one of the major efforts to adapt to new social structure and innovative work of Party building. The aim is to make the grass-roots Party organizations to glow new vigor, including goal concept,organizational settings and operating model.Regional Party construction doesn’t have research theory. But there are many similarities between regional Party construction and community governance, such as cohesiveness, flat organizational structure, social operation mechanism and the same goal. This article analyzed regional Party construction by using the research theory of the community governance, which broke the traditional research of Party building.Analysis was divided into three dimensions, including the pluralism of the participators, the validity of institution and the diversity of means. The author visited sub-districts from Yangpu District and Xuhui District, interviewed the main officers to know their work pattern and the key and difficult points. By arranging, classifying and analyzing the firsthand information to analyses problems and reasons, this paper explore the regional Party construction to play a role in social integration, deal with the risk of social transformation and consolidate the party’s ruling status.
