Water pricing affects the vital interests of the people, the urban domestic water consumption has dual attributes of commodity and profitability,So the government should not only provide the guarantee for low-cost water supply on people’s lives and production but also allow the enterprises to benefit from the process and ensure that the freshwater resources can be allocated and used reasonably.After the comprehensive investigation on the correlative references and current water price, this article combines the theory and the practice of water pricing mechanism in Zhuzhou, makes it clear that the mechanism has its limitations and also advances relevant policy recommendations and solutions at last.Factors affecting pricing mechanism involve various aspects, in general, can be concluded as three reasons including government, enterprises and public. First, the government and enterprises functions are mixed together,it should streamline administration and improve administrative efficiency that changed into service-oriented government and rules creator instead of dominated government and rules maintainer. Second, the The problems in water suppliers are serious losses, inefficiently operating and bloated bureaucracies. To solve these problems, adopting market mechanism, comprehensively deepen reform as modern enterprise and reasonable evaluation measure models for water price are urgently needed. Third, public participation is not enough in the process of water pricing.it is necessary to regulate the cost audit any further, publish water costs regularly,establish pre-warning mechanisms and create an agreeable environment for the public that can improve their participation with better hearing system and more transparency.
