Our country is a state with complex terrain and climate. Its special environmentalconditions create rich resources for a large population,and also bring great challenges topeople’s life. Along with changes of global climate and environment, serious naturaldisasters threaten the existence of mankind frequently. That not only results in direct lossof life and property, but also causes social risks, impacting on the social stability. Duringthe transition period, society of China is more sensitive. There exists more more uneaseand anxiety in social groups. Natural disasters burst out huge negative force and it willbreed social risk more easily. Therefore, it is necessary to strengthen the study on socialrisks of serious natural disasters.Serious natural disasters social risks include many aspects such as risk of safety, lossof property, damage to the environment, social disorder,and psychological imbalance. Theevolution of social risk is influenced by both subjective factors and objective factors. Weneed to grasp the relationship between inherent elements of social risks. It can providetheoretical support in the practice of management for the government to deal with seriousnatural disasters social risks. To study the serious natural disasters social risks, grasp theprocess of its evolution and search the mistakes in dealing with serious natural disasterssocial risks and its causes will do good to improving the prevention capacity of social risk,and also help to reduce the social losses.This thesis starts from the basic connotations of natural disaster and social risk, anddefines the concept, characteristics and identification of serious natural disasters socialrisks. Taking cases as the breakthrough point, it analyses the evolution process of seriousnatural disasters society risks and its law. The evolution process is divided into inducing,spreading, upgrading, extinction. There are many mistakes in risk response, includingtaking disposition seriously, ignoring avoidance, bad warning, blind decision, scatteredpower, neglect of supervision, poorly execution. The causes of these mistakes include:People’s consciousness are backward; The process is not scientific; Linkage mechanism isnot perfect; The supervision system is not perfect. This thesis suggests strengthen thepolicy environment, social risk warning and its avoidance to improve prevention ofserious natural disasters social risks.
