At the background of lacking rural talents for new countryside construction, thecollege-graduate village official plan emerge at this moment, which has injected newvitality to the rural society, improved rural governance and boosted the constructionof rural grass-root organization. Meanwhile, the problem that some college-graduatevillage officials are under-qualified brings a gap between the development of the planand national policy objectives. In this article, we make an analysis about thecompetence quality from the perspective of national development and social realityand try to propose some suggestions to promote the long-term implement of nationaltalent project.In this article, firstly, we make a review of domestic and foreign researches andliterature about competence quality to make a general knowledge of competencequality, competence quality model, and the research contents related tocollege-graduate village official. Then, apply a questionnaire survey on50college-graduate village officials in Xiangtan City,20village officials and30massrepresentatives in Xiangshui Village to acquire the empirical data. Make an analysisabout college-graduate village officials’ post responsibility and content by means ofposition analysis. Referring to foreign classic iceberg model and onion model ofcompetence quality, we divide college-graduate village official’s competence qualityinto five dimensions: personal traits, motivation, political quality, knowledge andability and build up a five-pointed star model of competence quality forcollege-graduate village officials. The above lays the research foundation for thisarticle. Secondly, we make a concrete analysis about the competence quality problemsof domestic college-graduate village officials in terms of post cognition, major in bothlearning and application, psychological status, political accomplishment and workingability and find out four reasons, namely, their own deficiency efforts of thecollege-graduate village officials, insufficient guidance and training of colleges anduniversities, incomplete college-graduate village officials policies and imperfectcollege-graduate village officials mechanism. Finally, from the perspective of nationaldevelopment and social reality, according to the five-pointed star model ofcompetence quality, current existing problems and possible reasons forcollege-graduate village officials, we make the detailed countermeasures to improvethe competence quality of college-graduate village officials as follows: strengthencollege-graduate village officials’ self-cultivation, perfect college-graduate villageofficial’ personality traits; innovate colleges and universities’ teaching, enhancedqualities and abilities of college-graduate village officials; improve the trainingmechanism, promote the self-development; optimize evaluation system, utilizeevaluation results.
