The College-Graduate Village Official Plan has begun to sprout since1990s of last century, which has been completely promoted for17years until now, and slowly groping forward and made initial progress. The College-Graduate Village Officials graduate from college at least, who mainly serve as assistants of the party branch secretary of the village committee or the director of the village committee. At present, the appointment form of the College-Graduate Village Official can be classified to appointment system. It is difficult to exactly position the College-Graduate Village Official because they neither belong to civil servant nor the true village official, which makes its role very ambiguous and determines its embarrassed position and peripherization of work and life in rural development and construction to a certain extent. Growing out from nothing.With the popularity of the College-Graduate Village Official plan, this particular group of College-Graduate Village Official has been paid close attention by various circles of society. Even though we have made some progress on the College-Graduate Village Official plan, the training of College-Graduate Village Officials still bases on traditional training methods. The author concluded the problems in College-Graduate Village Official training through survey and research. Aiming at the corresponding problems and combining with features of current cyber times, the author proposed to build training stage, carry out outdoor expend training, integrate resources from various circles and brought up age-featured and innovated training methods.The framework of this thesis consists of four main parts:Part one:preface. The preface explains the background and significance of this thesis, introduces the literature reviews of College-Graduate Village Official and reveals the research thought, methods, paper structure and innovations. Eyeing from the employment situation of College-Graduate Village Official and training methods, it is the employment pressure and preferential policy that make college graduates choose to be College-Graduate Village Officials whose majors and personal qualities can not accustomed to the rural posts. To research the training methods of College-Graduate Village Official under such background is significant for new countryside construction.Part two:relevant theoretical explanation. This chapter illustrates the competence and competency model theory, under which it built the competency model of College-Graduate Village Official.Part three:analysis on the training situation, problem and causes. To take College-Graduate Village Official in Xianning city for an example, this chapter uses three analytical methods:document retrieval, questionnaire survey, interview. Then it concluded that the main problems on the training methods of College-Graduate Village Official:traditional training methods, single training method, lack of deepness on training, low frequency, unsound assessment and examining system. Finally, it summed up three reasons that effect the College-Graduate Village Official training methods:lack of cognition on the importance of College-Graduate Village Official training; lack of on-line training method; College-Graduate Village Official training does not connect with reality.Part four:Basing on the competency model, the investigation on the measures to improve College-Graduate Village Official training method in China. This chapter mainly raised four measures:pluralism of training method; extend College-Graduate Village Official training base; build IT training platform; perfect the security mechanism of College-Graduate Village Official training.College-Graduate Village Official training is the key factor to improve its competency and the problem demands prompt solution from now on. The features and innovations of this thesis are as follows:(1)Build competency model of College-Graduate Village Official. Basing on the angle of competency model, the research on College-Graduate Village Official training is established in College-Graduate Village Official training method and aiming at competency factors to build the College-Graduate Village Official competency model.(2)Qualitative study combined with Quantitative study. Through questionnaire survey and interview methods, taking College-Graduate Village Official in Xianning city for an example, the thesis tries to study the current problems and its effect on College-Graduate Village Official training methods, and it tries to build the research result on the basis of scientific measurement.(3)Supporting by the theories and tools of modern public management science and human resources science and basing on the survey data, the main thought on innovating College-Graduate Village Official training method, is to build training platform, carrying out Outdoor Expend Training and on-line training.
