"People-oriented" Problems And Counted-measures In The Public Policy Implementation

Policy implementing is essential for government administration. The enhancementand innovation of policy implementing can not only to maintain social order and promotesocial harmony, but also safeguard its people and create a good social environment.Policy implementing is the management and services of people that involve the vitalinterests of the masses, so we must always be people-oriented.“people-oriented”embodies the ideal of development of human society, is a full recognition of humanvalues and respect of humanity. The reason of it being established as the Chinesegovernment’s management philosophy and Becoming the guiding philosophy ofcontemporary Chinese democratic political construction and ultimate destination isbecause it’s a conclusion constantly sumed up of construction and development ofsocialism. However, the implementation of certain public policy by local governments inChina contrary to the " people-oriented " concept, it makes the masses to produce adisgusted public policy enforcement. So, how to eliminate the " people-oriented " conceptcontrary to the situation occurred during the execution of public policy and enhance thelevel of implementation of government policies is a urgent problem to be solved by localgovernments.By studying the issue of public policy implementation of "people-oriented" problem,find out the lack of public policy execution of the human element in our country, toprovide strong theoretical support for the practical application in real life. By studying theissue of public policy implementation of " people-oriented ", on the one hand, put forwardthe research requirement which is more responsive to the development of the times in thetheory of public policy, to meet the demand of social development theory of public policy.On the other hand, rely on the public power; to promote the execution of public policy"people-oriented" scientifically, to improve the government’s administrative efficiency andenhance the public image of the government has an important practical significance.In this paper, on the basis of summarizing the research achievements of otherscholars, to do some related research about the "people-oriented" issues in the work of thecultural construction of the urban public policy execution. At present, the domesticscholars don’t focus on the research of the "people-oriented" concept in public policyimplementation issues, to some extent, this field also existed blank. This paper focused onthe problem of "people-oriented" concept in the absence of the process of public policy implementation, analyzes the existing problems more comprehensively, and explores theconcept of "people-oriented" in the cause of the loss in the process of public policyimplementation. Finally, this paper presents a practical suggestion for the absent of"people-oriented" concept in the execution of public policy in our country.
