| Having gone through the birth control for thirty years, China welcomed the low birth rate but also went into an old-aged society. According to the statistics, the population of the old in China has reached to178million, which was more than13%of the whole population. According to the relevant departments, the aging pace is more and more quickly. It is predicted that the population of the old will have reached to200million by2014, and300million by2026, and more than400million by2037. By then, the old people who are more than60years old will take up about30%of the whole population in China. The fact that people are aging before becoming wealthy is not only a great challenge for the sustainable development of Chinese economy and society but also a crucial problem for the government to be solved.By referring to the investigation and relevant data, the author held the view that the focus of constructing the old-care system should base on the home-based care for the aged, and relies on the community support for the elderly, and the institution for old-age care as a completion. There are a plenty of the old should rely on the home-based care in their community to enjoy the life in their old age. Therefore, this paper conducted a survey focusing on the home-based care for the aged from the point of the local government. By following the six years’construction of the old-care system in Lanxi City, the paper referred to the construction of the home-based care of Lanjiang Street, the Town of Huangdian, the countryside of Baishe, et al, aiming at exploring the role and function of the local government in the boost of the home-based care in community. The investigation got the following results:1. The main problems existed in the work were the lack of plans, fund, proper guidance, and standards. However, the most crucial problems were the lack of the government or their over control.2. The government should focus on constructing the organization system which can facilitate the work process for now and for the future. The government should also focus on constructing the system to raise money and goods.3. The government should provide enough freedom for different organizations to encourage them to participate and to stimulate the enthusiasm of the benefited people, so as to advocate self-management, mutual assistance and sharing. The local government carried forward the home-based care for the aged is a microcosm for them to solve the specific social problems and perform their function of social management. The paper put forward the following ways to solve the specific social problems: government guidance, social participation and the arouse of the whole people. Being in the stage of the social transformation, together with various social problems and contradictions, the government should solve different problems. In the meantime, the government should guide the social awareness and cultivate the social organization by all manner of means. |
