The family planning policy of 1971 has effectively decreased the population growth rate and promoted the economic development since 1971. But the disadvantages of this policy are now becoming prominent when we come into the aging society of 21 st century. The population structure turns out to be aging. Here come more and more elder people. They cannot take care of themselves and have to face the empty nest every day.The problem gets quite severe today. The “421” family structure changes badly. Looking after the old heavily burdened the shoulders of yong people.Affected by traditional ideas, elder people are unwilling to leave their homes and go to social institution. At the same time, limited by our economic development, many nursing institution for the aged don’t have enough beds. The elder have to line up for chances. Consumption of private nursing institutions is very high. Thus the social needs cannot be satisfied. Under this situation, the elder care at home is widely discussed by learners and government. After concluding all the studying results above, the writer makes a research referring to the pilot program of government-company cooperation in several communities of the Haidian district.Using the methodology of questionnaire, depth interviews, literature research and comparative study, the writer studied the existing documents and found that: the researches in the the elder care at home under government-company cooperation is quite few. Thus to make a research here is of great practical significance. The writer firstly introduced the content and selling point of this pilot program, and then made a questionnaire survey of the results under this mold, an analysis of the existing problems and deficiencies is therefore made from the research. Finally learning form the elder care experience of the developed countries and areas, the writer made some practical suggestions according to the problems mentioned above.
