The Supporting Role Of The Nursing Home In Community Home Care

Since the implementation of the basic national policy for family planning from 1982,China's population structure has undergone major changes.From the stage of demographic dividends to the aging population,the “two generations of elderly families” and “pure families” have grown in tandem with the aging population.Family and society have brought tremendous pressure.Local governments have also made many explorations to ease the pressure of social pensions and build a comprehensive social pension service system.From a practical point of view,many regions in China have also carried out pilot projects focusing on home-based care for the elderly and supplemented by various forms of care.The model of virtual nursing homes has been promoted in many places and has achieved considerable results.In Q District of Nanjing City,since 2012,it has introduced and supported social forces and market forces to participate in the field of retirement,relied on publicly-owned and privately-owned A-pension institutions,launched home-based pension services through government purchases,and gave full play to the advantages of pension institutions to solve social pensions.problem.At present,the project has become the only comprehensive old-age care service project in the region.The participation of elderly institutions in community home care services has also become an important model in the Q district.This article attempts to study the model and participation process of Nanjing A elderly care organization participating in the community home-based care service through participatory observation and interviews,and analyzes and summarizes its effects and existing problems.The study found that pension institutions participate in home-based care as an emerging mode of old-age care and provide professional embedding for community home-based care.This model has changed the existing problems of the lack of professionalism in old-age home care,and has played a role in raising the professional services of the old-age care institutions in community home-based pensions,invigorating the surplus labor in the community,and improving the efficiency of capital utilization.However,this model also faces the following problems: limited service provision,existing home-based care centers for the elderly are limited to serving meals and day-time care,lack of the ability to widely provide other services,and the service targets are aged or missing.The elderly can be the mainstay;lack of service personnel,lack of stable old-age service teams,inadequate professional pension service personnel,and constrained service quality;insufficient service funds,limited government procurement of services,it is difficult to fully meet the services of the elderly in the community;Insufficient,lack of training on community structure,local knowledge,etc.This paper believes that a series of measures should be taken to resolve these problems,including improving pension institutions' participation in the community home-based pension system,improving the service quality of institutions,improving the efficiency of fund use,and improving the assessment mechanism.
