Certainly, population aging in our country is a serious problem now. When our country was not enough rich, the social welfare system was imperfect, It had already happened. So our society had to face the grim problem of the aged care. Therefore, the construction of social service system must be a kind of inevitable choice. Our country’s "social aged care service system construction plan (2011-2015)" clearly put forward that,"social the aged care service system construction should be based on the home-based care, depend on the community and be supported by Institutional pension. Community service is an important support for the home-based care. It has two kinds of function-community day care and supporting the home-based care for the aged. So clearly, we can see that the intimate relationship between community management and home-based care for the aged. The former is the platform of the latter. Effective community management can offer support and guarantee the home-based care service. Now local government needs to solve an urgent issue, which is how to improve community management system for promoting home-based care.This article mainly has five parts:the first part is the introduction of the article; The second part is the definition and basic theory, mainly discussing the concept of welfare pluralism and polycentric governance, as well as the relationship between community management and home-based care etc. The third part, we select Erqi sub-district of Jinan city as the research object. These difficulties are community management system lags behind, the lack of resources integration ability etc. The fifth part combines with related theory and case analysis, in order to promote home-based care service supply, we should try our best to perfect relevant policies, adjust community management system scientifically, enhance the ability of integrating community resources.The research of home-based care for the aged is based on community management, which is an innovation point of the article.
