Village Council And Grassroots Governance In Rural China

This study takes Chengdu as an example, the balancing urban rural development area and also the post-disaster reconstruction region, to figure out the procedure, implementation, and effect of Village Council, so that we could comparatively study the principal effects of it. With the current social development and governance requirements, this article tables a targeted proposal to improve Village Council operation through careful analysis on the factors, problems and countermeasures, that in order to provide some reference for enhancing grassroots democratic governance. According to serious research, in-depth exposition, and careful analysis, the main results obtained are:1. Detailed statement about the similarities and differences of the same mechanism under similar circumstances2. Comparative analysis on the influencing factorsThe association between decision matters and main body of benefit.The fusion of implementing mode and local actual.The degree of heterogeneity.3. Problems and Countermeasures.The main problems of Village Council are unsound system, unreasonable structure, administrative formal trend and insufficient incentives of Village Council representative’s treatment. In order to better promote the development and perfection of Village Council, the author proposed countermeasures as follows.First, it is necessary to deepen the understanding of building service-oriented government, transform the ruling ideas in depth, change the original micro, direct, offside or vacancy of administrative style, and then really put the focus on social management and public service.Second, to improve legal basis of Council authorized, allocate and handle the set up of Village Council and Supervision Committee, and perfect the set up requirements of proceeding. Suggested to bring the Village Council mechanism into the existing legal framework, streamline the Council proceedings, and raise the procedure efficiency.Third, we need to optimize the organization structure of representatives. Suggested to calculate the number of elections with population base, arrange the village as a unit, optimize the structure of representatives with practice and proper proportion, and then elect a person with knowledge, prestige, justice, fairness and leading ability in becoming rich, to participate in the decision procedure of Village Council.Fourth, intensive training in various channels is needed. The organization department could collaborate with the civil administration department to carry out a systematic interactive learning training regularly. Through various forms of learning, let the new village-level autonomous organization members familiar with the operation mode and range of the procedure, seize the work focus, promote them to perform duties according to law, and address the demands related to the vital interests of people and village development through legal channels.Fifth, enhancing the treatment of Village Council representatives is in need. We could provide an appropriate proportion of profit subsidies, to do the assessment activities of excellent council representative, and the propaganda for advanced Village Council organization or individual.
