Governing The Village By Governing Council

How to bring social forces into the villages to organize and mobilize farmers is a major theoretical and practical issue.Based on the field investigation,take the governing council of the T village in the North-central of Guangdong Province as an example,this thesis reveals the property and operational logic of T village model,analyzes the governance performance of this model,provides the governance experience to the patriarchal village.The thesis consists five main chapters.First of all,this thesis describes the background of the operation of the T village model,describes the overall situation of T village and the practice of the Council model,clarifies the property of T village model.Then,the thesis analyzes the operational logic of T village model from three levels,which is from the informal constrains to the informal governance.Next,by the SSP institutional analysis paradigm,the running status,institutional structure and performance of the T village model are analyzed.In the fourth chapter,the running status of T village is analyzed which includes: the villagers' bounded rationality and the property of the village make the village occurs the plight of collective action,which make organizing and mobilizing the villagers is a big problem;Village shared items make the village collective and villagers the formation of interdependence;The scarcity of village resources formed a highly connected pattern of villagers' interests;The intimate genetic connection and geopolitical interaction between villagers build a village community relationship.In the fifth chapter,the institutional structure of the T village model is summarized from three aspects,which consists of the top rule,collective selection institution and operational institution.The top rule is the form of democratic elections.The collective decision institution,including self-government public choice,democratic consultation decision-making process and social authority leading decision-making process.Operational institution includes the council's the Council's rigid and soft governance means and the villagers have the complete right to use but limited right to exchange village shared items.Finally,in the sixth chapter,through the analysis of the running status and institutional structure of the T village model,validity and vulnerability of its informal governance are analyzed.The validity of informal governance includes the improvement of village public order,the restoration of the village cultural norms,the improvement of capital construction and the effective interaction between villages and countries.The vulnerability of informal governance includes the inadequacy of the underclass' s expression of the village and the risk of private governance.
