From the computer revolution, all countries in the world attach great importance to the study and application of computer technology, the largest is the E-government and M-government including the impact on the government.In this field in China than in Europe and America and other developed countries started relatively late, but with the rapid development of our country science and technology progress and economic, people’s living standards have been improved, high-tech electronic products such as mobile phone, PDA, notebook, tablet computer also gradually into the ordinary people’s lives, especially mobile phone, in China’s per capita penetration rate of nearly82%, user quantity reached1140000000people, at the same time with the mobile phone Internet population reached500000000people, among them the rural Internet users reached177000000people, the number of users is so large it is the perfect time to the development of M-government. And Chinese in2013issued4G licenses also indicates that China is about to enter the4G communications era, M-government will produce new change.In this study, M-government as the starting point, from the connotation and the performance of E-government, research mentality is the first from the concept and the development of E-government and mobile E-government, using the method of literature in detail at home and abroad for the E-government and M-government theory research and practical application, at the same time, the use of comparative analysis method from the starting point, goal, content, means of implementation, the user equipment, software applications, analyzes the relationship and difference between M-government and E-government. Then introduced the M-government operation of equipment and operation technology, points out the difference between the different equipment and technology. Then further analysis the positive role of M-government for government, enterprise, individual play, points out the necessity of M-government to promote the government, deepen government reform; also found some deficiencies and the government of M-government in two aspects of hardware and the use of M-government work. The basic information and operation habit of the author in the process of the questionnaire method using the random access and network questionnaire to collect the mobile users, and summarized from the user categories and characteristics of M-government. At the same time, put forward the constructive suggestion on the government to strengthen the M-government construction, such as the establishment of a unified M-government and E-government resources management system, strengthen the M-government software and personalized services and support.This study provides a theoretical support for the development of China’s M-government, orderly and efficiently adapt to the rapidly changing era of science and technology, the infrastructure, the government to strengthen the M-government service quality and strengthen effective communication between government and enterprises, the people, to a certain reference function to create the knowledge economy society, and harmonious society.
