Research On The Interaction Of The Government And The People In The Network Politics Of The Municipal Government

In recent years,with the enhancement of citizens' awareness of democratic rights and the continuous popularization of the Internet,governments around the world have set up online platforms for political inquiry.On the one hand,the government can solve all kinds of demands of the public in time and effectively,and improve the level of government service;on the other hand,the public can also supervise all kinds of work of the government,and offer advice and suggestions to relevant departments.With the advantages of real-time interaction,equality of participation,anonymity of identity and so on,online politics has become a new channel of interaction between the government and the people,and gradually developed into a new form of democratic politics.However,due to the fact that network politics is a unique way of participating in politics and discussion in China,local governments lack of development experience and reference mode,and some subjective and objective factors restrict it,the system of network politics is not mature and perfect,especially there are many problems in the process of government and citizens' participation in politics,to some extent,this hinders the development of democratic politics and the reform process of government system and mechanism.Therefore,it is an important topic for the development of network politics to analyze the problems and reasons in the process of network politics and people's interaction,and to put forward the countermeasures.This paper focuses on the interaction between the government and the people,based on the whole government theory,participatory democracy theory and good governance theory,uses literature research,questionnaire survey and case analysis to make an empirical analysis of the interaction between the government and the people on the Internet in J City,Shandong Province.This paper expounds the current situation of the development of Internet politics from the perspectives of the three research perspectives of active government inquiry,citizen participation and interaction between the government and the people,and finds that the level of government inquiry is low: the government information is open and opaque,the classification of appeal events is unreasonable,and the situation of active government inquiry is less;the overall quality of citizen participation is not high: the representativeness of Internet users is not strong,the expression of interests is not balanced,and the digital gap between urban and rural residents is common The level of interaction between the government and the people is low: the staff interaction is not timely,the content of government interaction is lack of professionalism,the interaction between individual departments is formalized,the citizens have irrational and non-standard behaviors in the interaction,the interaction channels are relatively single,the platform lacks interaction function,and the interaction has limited impact on the effect of politics.The reasons for these problems are the weak awareness of the interaction between the government and the people,the lack of relevant system guarantee,the backwardness of the rural network infrastructure construction and the lack of standardization of the construction of the interaction platform.Based on these problems and reasons,this paper puts forward relevant optimization countermeasures by referring to the experience of the interactive development between the government and the people in Dongguan City and Yantai city.At the level of consciousness,we should change the concept of government governance,promote the officials to ask for the government actively,strengthen the propaganda and education,and promote the participation of the whole people in the network politics.Ability level: improve the interactive quality of asking politics,guide the public opinion on the Internet;improve citizens' network quality,and promote citizens' rational asking politics.Organization construction level: establish and improve the government coordination and interaction mechanism,strengthen the public-private sector cooperation;cultivate the network interactive organizations to ensure the right of citizens' autonomy.System construction level: strengthen the legal system construction,clear the relevant legal responsibilities;improve the system of Network Administration spokesman,implement the network real name system;develop the performance appraisal system of administration,and introduce the third-party evaluation.Network technology: strengthen rural network construction,narrow the digital divide between urban and rural areas;make full use of big data technology to build a smart government.Platform construction level: develop platform construction standards,open a variety of interactive channels;optimize interactive platforms,and develop new service functions.
